SUSTAINABLE PUBLIC PROCUREMENT: AN ANALYSIS OF FEDERAL GOVERNMENT PROCUREMENT PROCESSES IN THE LAST FIVE YEARS

Resumo: | In recent years, the Brazilian Federal Government has seen pressured by global trend and social control, to focus mainly in two key issues: the management of public resources and the pursuit of sustainable development. Thus, the Sustainable Procurement has gained more space in the national scene. In addition to the government's mission to supply your organs for they provide public services to the society, it is increasing the need for this tool as an execution element of something bigger than just the supply demands of federal agencies, but to use its power purchase to influence the social, economic and environmental development of the country. Thus, the Federal Public Procurement also has the prerogative to promote Public Policy National Sustainability. In this context, this research aims to analyze how it has behaved in the federal procurement process over the past five years. And, through a literature review, followed by an analysis based on data from the Logistics Department of the Federal Government, it found that there was a concern the inclusion of sustainable items on a percentage still very low before the law. The relevance and Power / obligation of the federal government in promoting, planning and executing the Sustainability of Public Policy in the country. That is, without denying the existence of other important forms of development and implementation of sustainability in Brazil, the Sustainable Public Procurement should and can practice a much greater power on the subject of which currently holds. |

Assim, as Compras Públicas Sustentáveis têm ganhado mais espaço no cenário nacional. Além da missão do Governo em suprir seus órgãos para que possam oferecer serviços públicos à sociedade, torna-se crescente a necessidade dessa ferramenta como elemento de execução de algo maior que simplesmente o suprimento de demandas dos órgãos públicos federais, mas sim de utilizar seu poder de compra para influenciar o contexto social, econômico e ambiental do país. Dessa forma, as Compras Públicas Federais possuem também a prerrogativa de promover a Política Pública de Sustentabilidade Nacional. É nesse contexto que a presente pesquisa objetiva analisar como tem se comportado os processos de compras públicas federais nos últimos cinco anos. E, por meio de uma pesquisa bibliográfica, seguida de uma análise à base de dados do Departamento de Logística do Governo Federal, foi possível verificar que houve a preocupação da inclusão de itens sustentáveis em um percentual ainda muito baixo diante da legislação, da relevância e do Poder/obrigatoriedade do Governo Federal em fomentar, planejar e executar a Política Pública de Sustentabilidade no país.
