Evolução das políticas agropecuárias 2000-2020 e a sustentabilidade ambiental

Resumo: The research deals with Brazilian agricultural policies and the search for sustainability in the globalized world. The objective was to demonstrate how agricultural and agrarian policies have behaved in Brazil and the concern for the environment. It is a bibliographical research, with results and discussion, by the articulation with the theory and the results are useful for the academic community, for society and for professionals of economic sciences. The problem of political economy for sustainability is seen as a matter of temporal distribution of finite natural resources, which requires a definition of limits for their use (scale). Furthermore, it is a process that involves economic actors whose behavior is specific in their motives (which include social, cultural, moral and ideological dimensions) and that operates in a context of uncertainties and risks of irreversible losses that science cannot eliminate. The growing competitiveness of the Brazilian agricultural sector is attributed to a number of factors, including investments in tropical agricultural research and the availability of agricultural credit, which have led to significant productivity gains since the 1970s. The global demand for responsible agriculture in production is one of the greater opportunities for environmental conservation. But there are many challenges ahead. One of the greatest agricultural challenges of the 21st century is to meet the growing global demand for food and ensure that food production increases, however, efficiently and based on sustainable actions. Brazil is playing a fundamental role and has the conditions to make this change. Livestock in Brazil plays a key role in meeting the demand for food and for food security. But sustainability in food production means facing multiple challenges, such as water supply and management, land use dynamics and greenhouse gas emissions. The reintegration of agricultural and livestock systems has the potential to address several ecological aspects and social objectives for agriculture: producing high yields, reducing pollution and external fertilizers and reliance on biocides, reducing climate vulnerability, promoting more diverse agricultural habitats and reducing the risk to market fluctuations. Brazil is a world leader in the development and promotion of sustainable agricultural practices throughout its territory. A key focus of Brazil's approach to sustainable agriculture and livestock has been to do more with what it has, which is being achieved through sustainable increases in productivity and yields, the regeneration and restoration of degraded pastures, and the extension of integrated agricultural practices across the country.

O objetivo foi demonstrar como tem se comportado as políticas agropecuárias e agrárias no Brasil e a preocupação com o meio ambiente. Trata-se de uma pesquisa bibliográfica, com resultados e discussão, pela articulação com a teoria e os resultados são úteis para a comunidade acadêmica, para a sociedade e para os profissionais de ciências econômicas. O problema da economia política para a sustentabilidade é visto como uma questão de distribuição temporal dos recursos naturais finitos, o que requer uma definição de limites para seu uso (escala). Além disso, é um processo que envolve atores econômicos cujo comportamento é específico em seus motivos (que incluem as dimensões sociais, culturais, morais e ideológicas) e que atua em um contexto de incertezas e riscos de perdas irreversíveis que a ciência não pode eliminar. A crescente competitividade do setor agropecuário brasileiro é atribuída a uma série de fatores, incluindo investimentos em pesquisa agropecuária tropical e disponibilidade de crédito agrícola, que provocaram ganhos de produtividade significativos desde a década de 1970. A demanda global por agricultura responsável na produção é uma das maiores oportunidades para a conservação ambiental. Mas há muitos desafios pela frente. Um dos maiores desafios agrícolas do século XXI é atender à crescente demanda global por alimentos e garantir que se alcance o aumento da produção de alimentos, porém, de forma eficiente e alicerçada em ações sustentáveis. O Brasil está desempenhando um papel fundamental e tem as condições para fazer essa mudança. A pecuária no Brasil tem um papel fundamental no atendimento da demanda por alimentos e para a segurança alimentar. Mas a sustentabilidade na produção de alimentos significa enfrentar múltiplos desafios, como o abastecimento e gestão da água, a dinâmica do uso do solo e as emissões de gases com efeito de estufa. A reintegração dos sistemas agrícolas e pecuários tem o potencial de abordar vários aspectos ecológicos e objetivos sociais para a agricultura: produzir altos rendimentos, reduzir a poluição e fertilizantes externos e dependência de biocidas, reduzindo a vulnerabilidade climática, promovendo habitats agrícolas mais diversificados e reduzindo o risco às flutuações do mercado. O Brasil é líder mundial no desenvolvimento e promoção de práticas agropecuárias sustentáveis em todo o seu território.
