Water is essential for life of all living beings, so we all depend on it to survive. Its physical state changes (hydrological cycle) are essential and influence several processes on the surface of the earth, including the development and maintenance of life. It is a relatively recent social perception that natural resources, so important to our lives, are not endless and that economic development must have harmonious relationship with nature. These aspects are particularly taken more seriously when dealing with water resources. Aiming to make a more efficient management of water resources and to minimize conflicts generated by multiple uses, a number of legal and institutional initiatives have emerged in Brazil, culminating in the preparation of Water Resources Policies, and implementation of Integrated Management Systems Water Resources in several states and the federal level. Policy on Water Resources of the State of São Paulo, created by state law n° 7.663/1991, the Status Report of Water Resources has become an important instrument and auxiliary tool which aims to monitor changes and impacts to water resources and adjust programs and targets set in plans. Therefore the Status Report represent a link between the state and society. Considering the complexity and the great amount of information that integrate these reports as well as the importance of social assimilation, it is necessary that these reports have a language that will allow people to understand them. Thus, this research aims to contribute to the development of forms of group actions towards the challenges of integrated water resources management, in which the use of indicators adequately represented by graphics serve as a tool for social empowerment, strengthening the function of the Report Situation of Water Resources as an instrument of management control...
