Resumo: Soil Bioengineering consists of a group of techniques that combine live construction materials with inert materials which can be applied as constructive solutions to structural problems of geotechnical and hydraulic stabilization, control surface erosion processes, and simultaneously designs ecosystems in dynamic equilibrium. In Soil Bioengineering works are not used performance assessment procedures standardized, through methodologies. The production planning and control are informally conducted in an empirically and subjectively way. With the increasing worldwide use of these techniques, the level of customer requirement, the limited availability of financial resources for works execution and competition between companies comes up the need for the development of a standardized system for management of Soil Bioengineering works, particularly at the level of the production planning and control (PCP). Taking these issues into consideration, the aim of this work is to develop a methodology of PCP for Soil Bioengineering works, considering the concepts and principles of lean construction. A methodology was developed with the integration of three hierarchical levels: strategic, tactical and operational and was specified a system of key performance indicators adapted to the specificities of Soil Bioengineering. Afterwards, the methodology was validated through the practical application to a work performed in Brazil. The developed methodology promoted the application of the lean construction principles. Had focus on the effectiveness of the work execution process, according to the term and the programmed sequence, increasing the reliability of production, greater visibility in relation to the expectation of work conclusion, as well as, the identification of causes of deviations that interfered with work execution and the increased efficiency in the use of resources. The proposed PCP model can be considered as an integration tool between the company different management functions, especially regarding the mitigation of the losses in the production process associated with the costs, deadlines or quality, providing consistency, transparency and rationality in the collection and dissemination of information within the organization. The design, implementation and use of key indicators system for performance measurement in Soil Bioengineering works is innovative at an international level. The proposed PCP and key performance indicators promoted the understanding of the results and deviation causes, supporting the decision-making process and the implementation of corrective measures that aim continuous improvement of the process and of the organization as a whole. The proposed model may change as learning process, consolidation of concepts and continuous improvement occur in the company. In this case new methods, procedures, techniques or key performance indicators can be established.

In this case new methods, procedures, techniques or key performance indicators can be established.Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPESA Engenharia Natural consiste em um conjunto de técnicas que combinam materiais construtivos vivos com inertes, e que podem ser aplicadas como soluções construtivas em problemas estruturais de estabilização geotécnica e hidráulica, controle de processos erosivos superficiais, e simultaneamente projetam ecossistemas em equilíbrio dinâmico. Nas obras de Engenharia Natural não são utilizados procedimentos de avaliação de desempenho padronizados, através de metodologias. O planejamento e controle da produção são realizados informalmente de forma empírica e subjetiva. Com a crescente utilização mundial destas técnicas, do nível de exigência dos clientes, da reduzida disponibilidade de recursos financeiros para a realização de obras e da competição entre empresas, surge a demanda pelo desenvolvimento de um sistema padronizado para gestão das obras de Engenharia Natural, nomeadamente ao nível do planejamento e controle da produção (PCP). Neste sentido, o objetivo deste trabalho consiste em desenvolver uma metodologia de PCP para obras de Engenharia Natural, considerando os conceitos e princípios da lean construction. Foi elaborada uma metodologia com integração dos três níveis hierárquicos: estratégico, tático e operacional e especificado um sistema de indicadores de desempenho adaptados às especificidades da Engenharia Natural. Posteriormente, a metodologia foi validada através da aplicação prática a uma obra piloto executada no Brasil. A metodologia desenvolvida promoveu a aplicação dos princípios da lean construction. Teve enfoque na eficácia do processo de execução da obra, segundo o prazo e a sequência programados, aumentando a confiabilidade da produção, maior visibilidade em relação à expectativa da conclusão da obra, bem como, à identificação de causas de desvios que interferiram na sua execução e o aumento da eficiência no uso de recursos. O modelo de PCP proposto, pode ser considerado como um instrumento de integração entre as diferentes funções gerenciais da empresa, principalmente no que se refere à mitigação das perdas no processo de produção, sejam elas associadas a custos, prazos ou qualidade, proporcionando consistência, transparência e racionalidade na coleta e disseminação das informações dentro da organização. A concepção, implementação e utilização de um sistema de indicadores para medição de desempenho em obras de Engenharia Natural é inovador a nível internacional. O PCP e os indicadores de desempenho propostos promoveram a compreensão dos resultados obtidos e das causas de desvios, auxiliando o processo de tomada de decisão e a implementação de medidas corretivas que visaram a melhoria contínua do processo e da organização como um todo. O modelo proposto poderá sofrer alterações à medida que o processo de aprendizagem, consolidação dos conceitos e melhoria contínua ocorrerem na empresa.
