INFLOEXCLUDED AND RIGHT TO EDUCATION: THE CRUEL FACE OF INEQUALITY EXPOSED DURING COVID-19

Resumo: A series of studies show inequality in access to information and communication technologies between social classes and between developed and underdeveloped countries. Given the relevance of internet access in the scenario of social isolation imposed by Covid-19 with the paralysis of face-to-face classes, this study aims to discuss internet access as a fundamental human right for the realization of the right to access to education, so that students from Brazilian public and private schools can have equal opportunities and equal access to education and to the benefits of the world wide web. It is a descriptive research, supported by the deductive and dialectic method, supported by the literature and information from international and national organizations. We conclude that Covid-19 exposed the cruel face of social inequality and internet access, which will reflect dramatically on the future of children and young people excluded from the educational system, as they do not have quality internet and computers to exercise their right the education. Such questions maintain that, a significant portion of the Brazilian student population is hostage to the neglect of the federal, state and municipal education area. That is why, the present study positions itself in the sense that the right to access the internet is included in the list of social rights so that everyone can have equal opportunities.

Dada a relevância do acesso à internet no cenário de isolamento social imposto pela Covid-19 com a paralisação das aulas presenciais, objetiva-se discutir o acesso à internet como direito humano fundamental para a concretização do direito de acesso à educação, para que alunos de escolas públicas e privadas brasileiras possam ter igualdade de oportunidades e igualdade de acesso à educação e aos benefícios da rede mundial de computadores. Trata-se de uma pesquisa descritiva, apoiada no método dedutivo e dialético, com amparo na literatura e nas informações de organismos internacionais e nacionais. Neste contexto, conclui-se que a Covid-19 expôs a face cruel da desigualdade social e de acesso à internet, o que refletirá dramaticamente no futuro das crianças e jovens excluídos do sistema educacional, por não disporem de internet de qualidade e computadores para exercerem o direito à educação. Tais questões sustentam que, uma parcela significativa da população estudantil brasileira está refém do descaso da área de educação federal, estadual e municipal.
