Comparison between the Brazilian Technical Regulation on Good Practices for Food Services and complementary laws in the Southern Region

Resumo: This study attempted to compare the sanitary regulations for food services in the Southern Region of the country, with Federal Technical Regulations. The study used a descriptive and exploratory approach with data collected between March and July 2010 and updated in August 2015. Interviews with those responsible for the food sector in the Health Surveillance Agency were recorded, transcribed, and approved for use. The interviews aided analysis and comparison of the different health regulations. The most similar regulation came from Rio Grande do Sul Secretary of Health, which established a specific regulation for the responsibilities and training of food handlers. Another similar regulation was the Ordinance design, which used a structured checklist and compliance percentage. In contrast, Santa Catarina State’s resolution, despite its checklist design, presents fewer similarities. The Health Surveillance Agency of the state of Paraná had no complementary laws, published a specific Technical Note for street food.

Este estudo possui característica descritiva e exploratória, foi desenvolvido no período de março a julho de 2010, sendo atualizado em agosto de 2015. Foi realizada uma entrevista gravada com os responsáveis pelo setor de alimentos da vigilância sanitária envolvidas, e após realizou-se a transcrição e aprovação. Esta entrevista forneceu subsídio para a análise e comparação das legislações sanitárias em estudo. Pode-se constatar que a maior contribuição foi da Secretaria de Saúde do Rio Grande do Sul com uma regulamentação especifica para a formação do responsável pela manipulação de alimentos e sobre as suas responsabilidades. Também o formato da Portaria, que está estruturada como uma Lista de Verificação, podendo-se verificar o percentual de adequação. Em contrapartida, a Resolução de Santa Catarina, apesar de também estar na forma de Lista de Verificação, apresenta menos complementações.
