Environmental Management Education & Research In Brazilian Graduate Courses In Business Administration

Resumo: In Brazil, environmental education became mandatory for every level of the educational spectrum only from 1999 on, when Law 9795 established the National Policy for Environmental Education-PNEA. Nevertheless, courses in Business Administration-BA have lagged behind other courses in implementing environmental education, perhaps because business managers took longer to realize that sustainable businesses can also be more profitable. Only when managers realize that sustainable actions also promote innovation, do they understand that environmental protection and productivity are not antagonist forces. This article aims at identifying if the educational system and/or the academic research in BA have been helping widespread this understanding, by analyzing Brazilian BA graduate courses. One main conclusion, drawn from the data registered at the National Council for Scientific and Technological Development-CNPq, is that only 25% of research groups address topics related to sustainable management. 93% of research groups started activities from 2002 on, signaling that concrete measures at governmental level – such as the enforcement of Law 9795/1999 in 2002 – do help promote environmental education. Analyzing the content of the courses offered by graduate programs that have been recognized or recommended by the Coordination for the Qualification of Higher Education Personnel-Capes, we concluded that only 51% of those graduate programs address environmental topics and a mere 6% actually teach tools necessary for a sustainable business management. 25% of the recognized graduate programs neither have research groups nor courses that address environmental/sustainability issues, highlighting that additional effort at government’s level – perhaps a change in the evaluation process of higher education institutions – might be necessary to induce the BA field to better contribute to the dissemination of a sustainability mindset in the corporate world. Finally, we concluded that 6.2% of the articles published in the six main Brazilian periodicals in BA in 2006-2012 were somehow related to environmental/sustainable management. This represents an improvement when compared to the 2.3% result obtained by Jabbour et al (2008) for the 1996-2005 period, but this percentage corroborates the overall conclusion that environmental education and research in Brazilian BA graduation programs, although in expansion, is still incipient.

Al comprender que la sostenibilidad trae también innovación, se entiende que la preservación ambiental y la productividad empresarial deben seguir caminos confluentes. Este trabajo objetiva verificar si esa confluencia es llevada en cuenta en la enseñanza y en la investigación en Administración, a partir de un diagnóstico del panorama actual del posgrado  en lo que se refiere a la Gestión Ambiental. Como conclusiones del trabajo realizado se observó que de los grupos de investigación registrados en el Consejo Nacional de Investigación Científica y Tecnológica-CNPq en el área de Administración, 25% abordan temas de Gestión Ambiental, siendo que 93% de esos grupos se originaron después del año 2002, quedando explícita la importancia de las acciones concretas del gobierno en la promoción de la educación ambiental. La investigación de los currículos de las Instituciones de Enseñanza Superiores-IESs con cursos de maestría y / o doctorado reconocidos / recomendados por la Coordinación de Perfeccionamiento de Personas de Nivel Superior-CAPES, permitió concluir que 51% de los cursos ofrecen temas de Gestión Ambiental y solo 6% ofrecen algunas de las herramientas a ella asociadas. 25% de los cursos no tienen grupos de investigación ni ofrecen disciplinas de Gestión Ambiental, resaltando así la necesidad de nuevos esfuerzos del sector gubernamental, tal vez en la forma de avaliar las IESs, para que el área de Administración mejor contribuya con la sostenibilidad de los sectores productivos. Finalmente se observó que del total de trabajos publicados en el período 2006-2012 en 6 de los principales periódicos nacionales de Administración, solo 6,2% trataron de temas de  Gestión Ambiental, representando evolución en relación a los 2,3% reportados por Jabbour et al( 2008) para el período 1996-2005, pero confirma que la producción científica nacional de Brasil en Gestión Ambiental, a pesar de estar en expansión, todavía es incipiente.No Brasil, a educação ambiental tornou-se obrigatória em todos os níveis de ensino apenas a partir de 1999, com a lei 9795, que instituiu a Política Nacional de Educação Ambiental-PNEA. A área de Administração ficou um tanto alheia a este movimento, talvez pela dificuldade dos gestores em perceberem que negócios verdes podem ser lucrativos. Só ao compreender que sustentabilidade traz também inovação, é que se verifica que a preservação ambiental e a produtividade empresarial devem andar por caminhos confluentes. Este trabalho visa verificar se tal convergência tem sido sustentada pelo ensino e pesquisa em Administração, levantando o panorama atual da Pós-Graduação em Administração no que se refere à Gestão Ambiental. Concluiu-se que, dos grupos de pesquisa registrados no diretório de grupos de pesquisa do Conselho Nacional de Desenvolvimento Científico e Tecnológico-CNPq na Área de Administração, 25% abordam tópicos ligados à Gestão Ambiental, sendo que 93% desses grupos se iniciaram após 2002, ano em que regulamentada a Lei 9795/1999, ficando clara a importância de ações concretas do setor governamental para promover a educação ambiental. Pesquisando-se as grades curriculares das Instituições de Ensino Superior-IESs com programas de mestrado e/ou doutorado reconhecidos/recomendados pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior-Capes, observou-se que 51% desses cursos apresentam tópicos relacionados à Gestão Ambiental e apenas 6% apresentam alguma das ferramentas a ela associadas. 25% desses programas não têm nem grupos de pesquisa nem disciplinas que abordem tópicos de Gestão Ambiental, salientando a necessidade de novos esforços em nível governamental, talvez na forma de avaliação das IESs, para que a Administração melhor contribua para a disseminação da sustentabilidade nos setores produtivos. Finalmente, observou-se que, do total de artigos publicados no período 2006-2012 nos seis principais periódicos nacionais da área de Administração, 6,2 % trataram temas de Gestão Ambiental.
