Babies with disabilities in Brazil: a look from government programs and national research

Resumo: This study aimed to map Brazilian government programs and scientific production on public inclusion policies in the first three years of life. The survey of the programs took place through the websites of the Ministries of Education, Health and Social Development, in turn scientific production through a review of theses, dissertations and articles. We concluded that both programs and literature direct little specific attention to children from zero to three years old with disabilities. Social Assistance seems to be the sector that has invested the most in proposing programs for this public, while Education has published the most studies in the field, predominantly on school inclusion policies. It is emphasized the urgency of proposing and evaluating intersectoral public policies for this population, which aim the inclusion more broadly, providing favorable bases for the development of infants and young children.

La encuesta de los programas se realizó a través de los sitios web de los Ministerios de Educación, Salud y Desarrollo Social, y la producción científica a través de una revisión de tesis, disertaciones y artículos. Se concluye que tanto los programas como la literatura prestan poca atención específica a los niños con discapacidades de cero a tres años. La Asistencia Social demostró ser el sector que más ha invertido en proponer programas para este público, mientras que Educación ha publicado la mayoría de los estudios en el campo, principalmente en políticas de inclusión escolar. Hacemos hincapié en la urgencia de proponer y evaluar políticas públicas intersectoriales para esta población, cuyo objetivo es incluir de manera más amplia, proporcionando bases favorables para el desarrollo de bebés y niños pequeños.Este estudo objetivou mapear programas governamentais e a produção científica brasileira sobre as políticas públicas de inclusão nos três primeiros anos de vida. O levantamento dos programas ocorreu através dos sites dos Ministérios da Educação, Saúde e Desenvolvimento Social, já da produção científica através de uma revisão de teses, dissertações e artigos. Conclui-se que tanto os programas quanto a literatura direcionam pouca atenção específica à criança de zero a três anos com deficiência. A Assistência Social mostrou-se como o setor que mais tem investido na proposição de programas para este público, já a Educação aquele que mais tem publicado estudos no campo, predominantemente sobre políticas de inclusão escolar.
