Os efeitos reais e percebidos da agricultura no Concelho de Castro Verde

Este trabalho, enquadra-se numa das recentes tendências da Ecologia Humana, interessada em compreender as complexas relações do Homem, com o ambiente. Pretende ser um estudo de campo quase experimental, através do qual se tenciona compreender a visão dos agricultores do Concelho de Castro Verde, relativamente à sua actividade e ao ambiente em que se inserem, através da análise e interpretação das suas percepções e atitudes. Teve como base, a realização de um conjunto de conversas informais com técnicos de diferentes áreas de especialização que permitiu compreender qual o ponto da situação da ciência e da técnica, em relação à agricultura. E de um trabalho de campo que proporcionou um contacto directo com uma área rural e a recolha de informação, através da realização de entrevistas aos agricultores. Verifica-se, em muitas situações, grande consistência entre o discurso dos técnicos e a visão dos agricultores. A mesma é reveladora de que estes possuem conhecimentos acertados em relação a alguns aspectos do seu ambiente, principalmente no que se refere aos componentes biofisicos que condicionam intensamente a sua actividade. Noutros aspectos (principalmente no que se refere às componentes económico-sociais do ecossistema), a visão e a percepção destes indivíduos é algo contraditória, tanto entre técnicos, como entre agricultores. A reforma da PAC parece ser uma das principais causas para tais discordâncias, os agricultores revelam grande resistência à mudança de mentalidades, pois não compreendem nem aceitam a filosofia desta reforma que os incentiva a não produzir. A aplicação de um Plano Zonal que pretende valorizar esta região, promover uma identidade local e valorizar a Conservação da Natureza é aceite pelos agricultores principalmente devido aos apoios financeiros concedidos, muito embora a função ambiental que a estes é atribuída os tenha acompanhado ao longo dos tempos, pois são os principais responsáveis pela existência desta paisagem semi-natural. Existem no entanto, em todo este processo, contradições que colocam os agricultores deste Concelho numa posição complexa que os faz ter receio do futuro. Pretende-se manter uma agricultura tradicional, quando a cerealicultura é actualmente economicamente insegura e sem alternativas. Uma situação que tem de ser urgentemente reajustada ao nível dos montantes financeiros concedidos e acompanhada por uma sensibilização e valorização da função ambiental do agricultor desta região. #### Abstract - This study fits in with one of the recent tendencies of Human Ecology which strives to understand mankind's complex relation with the environment. It is almost an experimental field study. Its aim is to help understand better the Castro Verde farmers' view of their work and environment, through the analysis and interpretation of their awareness and attitudes. Its starting point was a set of informal talks with experts in different areas of knowledge: these conversations informed us on the degree of science and technology used in local agriculture. Another field study put us in direct contact with a rural area and information was gathered through interviews with the farmers. The farmers were picked the most randomly possible and the manipulation of the variables was successful. In many cases, the opinions of the experts are consistent with the views of the farmers. These clearly possess some sound knowledge of certain aspects of the environment, mainly related to the biophysical components which strongly condition their work. In other ways, however, (mainly related to the economical and social components of the eco-system) the views we encountered were contradictory. Experts were not consistent among themselves neither were farmers, and the two groups did not agree with each other. The PAC reform seems to be one of the main causes of disagreement. Farmers are extremely resistant to a change in mentalities because they do not understand nor accept the philosophy of a reform which encourages them not to produce. The Zonal Plan aims at developing the economy of this region, boosting local identity and encouraging the conservation of nature. Farmers accept its application mainly because of the subsidies. Although the environmental role of the farmers is now recognized, one should not think this is a new characteristic: they have had this role for centuries and they are responsible for this semi-natural landscape. There are, however, contradictions in all this process. This puts the farmers of this area in a complex situation, which makes them fear the future. They are encouraged to maintain a traditional type of farming when the cultivation of cereals is economically insecure. This situation urgently needs to be reassessed regarding the importance of the grants. At the same time, public opinion should be made aware of the highly regarded environmental role of local farmers.
