Organization of the CO VID-19 response in Cape Verde - The role of the National Institute of Public Health of Cape Verde

Resumo: Introduction: The COVID-19 pandemic has brought unprecedented challenges to healthcare systems and economies world- wide. In countries with fragile healthcare systems, like Cape Verde, it is worth to highlight the resilience of the population and local authorities in response to this unprecedented reality. The implementation of rigorous public health measures, since the beginning of the pandemic, played a key role. Material and methods: This article is based on a comprehensive analysis of the pandemic situation in Cape Verde and relies on official reports released by the National Institute of Public Health (INSP). In collaboration with the Ministry of Health, those documents allowed the creation of a database, aimed at collecting the epidemiological information obtained by local hos- pitals and health centers, at national level. The challenges, constraints, and learnt lessons were described in a narrative form. Objective: This article aims to analyze the evolution of COVID-19 in Cape Verde from 2020 to 2022 and relate the leadership assumed by the INSP of Cape Verde in managing the pandemic. Results: The pandemic in Cape Verde caused significant challenges to the public health, despite the adoption of mitigation strategies. The INSP played a key role in dealing with the health crisis caused by COVID-19, despite the difficulties caused by socioeconomic losses that also influenced the implementation of prevention, diagnosis, and disease treatment actions. Conclusions: The contribution of the INSP to the development and execution of technical guidelines, coordination and training of a specialized team of healthcare professionals was crucial. The INSP enabled Cape Verde to overcome the clinical complications caused by the virus, seeking solutions capable to limit the impact of COVID-19 on public health.

Dans les pays avec des systèmes de santé fragiles, tels que le Cap-Vert, il convient de souligner la résilience de la population et des autorités locales en réponse à cette réalité sans précédent. La mise en œuvre de mesures de santé publique rigoureuses, depuis le début de la pandémie, a joué un rôle clé. Matériel et méthodes: Cet article repose sur une analyse complète de la situation pandémique à Cap-Vert, à partir des rapports officiels préparés par l’Institut National de Santé Publique (INSP). En collaboration avec le ministère de la Santé, une base de données a été créée pour recueillir les informations épidémiologiques obtenues par les hôpitaux et les centres de santé locaux. Les défis, contraintes et leçons apprises ont été analysés et rapportés sous forme narrative. Objectif: Cet article vise à analyser l’évolution de la COVID-19 au Cap-Vert de 2020 à 2022 et à relater le rôle de leadership assumé par l’INSP du Cap-Vert dans la gestion de la pandémie. Résultats: La pandémie au Cap-Vert a engendré des défis considérables pour la santé publique, malgré l’adoption de stra- tégies d’atténuation. L’INSP a joué un rôle clé dans la gestion de la crise sanitaire provoquée par le COVID-19, malgré les difficultés causées par les pertes socio-économiques qui ont également influencé la mise en œuvre des actions de prévention, de diagnostic et de traitement de la maladie. Conclusions: La contribution de l’INSP à l’élaboration et à la mise en œuvre des orientations techniques, à la coordination et à la formation d’une équipe spécialisée de professionnels de la santé a été cruciale. L’INSP a permis au Cap-Vert de surmonter les complications cliniques causées par le virus et de trouver des solutions capables de limiter l’impact du COVID-19 sur la santé publique.Introdução: A pandemia da COVID-19 trouxe desafios sem precedentes aos sistemas de saúde e às economias em todo o mundo. Em países com sistemas de saúde fragilizados, como Cabo Verde, é importante destacar a resiliência da população e das autoridades locais diante uma realidade nunca vivenciada. A implementação de medidas de saúde pública rigorosas desde o início da pandemia desempenhou um papel fundamental na resposta à COVID-19. Objetivo: Este artigo tem como objetivo analisar a evolução da COVID-19 em Cabo Verde de 2020 a 2022 e o papel assumido pelo Instituto Nacional de Saúde Pública de Cabo Verde na gestão da pandemia. Materiais e métodos: A elaboração deste relato assenta na análise exaustiva da situação pandémica, com base nos relatórios oficiais elaborados pelo Instituto Nacional de Saúde Pública (INSP). Em colaboração com o Ministério da Saúde, os mesmos permitiram a criação de uma base de dados, para a recolha de informações epidemiológicas obtidas pelos hospitais e centros de saúde locais. Os desafios, constrangimentos e lições aprendidas são descritos, em forma narrativa. Resultados: Apesar da implementação de estratégias de mitigação, a pandemia em Cabo Verde trouxe grandes desafios ao Sistema Nacional de Saúde Cabo-verdiano. O INSP teve um papel fundamental na gestão da crise sanitária provocada pela COVID-19, apesar das dificuldades causadas pelos prejuízos socioeconómicos que também influenciaram a implementação das ações de prevenção, diagnósticos e tratamento dessa infeção.
