Summary: Abstract: The present work aims to discuss the context of the production of the text of the Paraná Digital Program (PRD). Bowe, Ball and Gold (1992) and Ball (1994) policy cycle approach was used, explained by a continuous cycle of three main contexts: the context of influence, of text production and the context of the practice, highlighting the context of the text production in this work. The results show numerous changes that the document suffered during the project development, generating substantive revisions which altered the initial project mainly due to the difficulty in meeting deadlines and the different demands that emerged throughout its development. In this sense, the methodology of the policy cycle used was paramount for the analysis of the PRD because it allows understanding important changes that occur in politics through a cyclical and non-linear process, in which disputes and clashes guarantee dynamicity to the process, so that policy is constantly meaning, signifying, and re(built).   Keywords: Paraná Digital Program; education; public policy; educational technology; Educational innovations.

Se utilizó la metodología de ciclos de políticas de Bowe, Ball y Gold (1992) e Ball (1994), explicitada por un ciclo continúo de tres contextos principales: el contexto de la influencia, de la producción del texto y de la práctica, siendo destacado el contexto de la producción del texto en ese trabajo. Los resultados muestran innumerables cambios que el documento sufrió a lo largo del desarrollo del proyecto, generando revisiones sustantivas del proyecto, que alteraron el proyecto inicial, debido principalmente a la dificultad en el cumplimiento de los plazos ya diferentes demandas que surgieron a lo largo de su desarrollo. En ese sentido, la metodología del ciclo de políticas utilizada, tuvo relevante importancia para el análisis del PRD, por permitir comprender importantes modificaciones que ocurren en la política por medio de un proceso cíclico y no lineal, en que disputas y embates garantizan la dinámica en ese proceso, de forma que la política sea constantemente re(significada) y re(construida).   Palabras clave: Programa Paraná Digital; educación; políticas públicas; tecnología educativa; innovaciones educativas.Resumo: O presente trabalho objetiva discutir o contexto da produção do texto do Programa Paraná Digital (PRD). Utilizou-se da metodologia de ciclos de políticas de Bowe, Ball e Gold (1992) e Ball (1994), explicitada por um ciclo contínuo de três contextos principais: o contexto da influência, o da produção do texto e o da prática, sendo destacado, neste trabalho, o contexto da produção do texto. Os resultados mostram inúmeras mudanças que o documento sofreu ao longo do desenvolvimento do projeto, gerando revisões substantivas que alteraram o projeto inicial, principalmente devido à dificuldade no cumprimento dos prazos e a diferentes demandas que surgiram ao longo de seu desenvolvimento.
