Training of health workers on the primary health care: impacts and perspectives

Resumo: During the worker's technical-political training development, some troubles must be surpassed in order to implement permanent education proposals on health services. Frequently, courses, trainings and other types of education happen disarticulated of the context services and sometimes they don’t respond the needs of managers and workers. The aim of this study was to analyze the impact of training and workers permanent education from the Primary Health Care of the city of São Carlos/SP 2003 onwards. It is an analytic qualitative research that was developed, through structured interviews with 14 managers and 24 workers from the health sector. The thematic category analysis, based on the Social Representation Theory was used to   data analysis. To this of health workers group, the Social Representation on training is a technical-professional update process that needs to be (un) built to change the health practices. Contextualization is necessary in training proposals on the health sector reality and implemented with valorization politics of the worker. Permanent education in health embraces these features and may be an important changing strategy on service education.

Permanent education in health embraces these features and may be an important changing strategy on service education. La implementación de propuestas de educación permanente en los servicios de salud necesita superar obstáculos para que haya el desarrollo de la capacitación técnico-política de los trabajadores. Muchas veces los cursos, entrenamientos y otras modalidades de educación ocurren sin correspondencia con los servicios y sin atender las necesidades de los gestores y trabajadores. El objetivo de esta investigación fue analizar el impacto de las acciones de capacitación, formación y educación permanente de los trabajadores de Atención Básica de Salud de la ciudad de S. Carlos/SP desde el 2003.  Se trata de una pesquisa cualitativa analítica, con entrevistas semi-estructuradas con 14 gestores y 24 trabajadores de salud. Los datos fueran analizados por medio de la técnica de análisis categorial temática basada en la Teoría de las Representaciones Sociales. Para este grupo de trabajadores de salud, la Representación Social sobre capacitación consiste en un proceso de perfeccionamiento técnico-profesional que necesita ser (des)construido para ser transformador de las prácticas. Es necesario que las propuestas de capacitación tengan correspondencia con la realidad del trabajo en salud y consideradas en una política de valoración del trabajador. La educación permanente abarca estos aspectos y puede ser una importante estrategia de transformación de la educación en servicio.No desenvolvimento das ações de capacitação técnico-política dos trabalhadores alguns entraves precisam ser superados para implementar propostas de educação permanente nos serviços de saúde. Muitas vezes os cursos, treinamentos e outras modalidades de educação ocorrem desarticulados do contexto dos serviços e nem sempre respondem às necessidades dos gestores e trabalhadores. Objetivamos neste estudo analisar o impacto das ações de capacitação, formação e educação permanente dos trabalhadores da Atenção Básica de Saúde do município de São Carlos/SP, a partir de 2003. Pesquisa qualitativa analítica desenvolvida por meio de entrevistas semi-estruturadas com 14 gestores e 24 trabalhadores de saúde. A técnica de análise categorial temática subsidiada na Teoria das Representações Sociais foi utilizada para análise dos dados. Para este grupo de trabalhadores de saúde, a Representação Social de capacitação consiste em um processo de aprimoramento técnico-profissional que necessita ser (des)construído para transformar as práticas. É necessário que as propostas de capacitação sejam contextualizadas na realidade do trabalho em saúde e contempladas numa política de valorização ao trabalhador.
