PRODUCTIVE RESTRUCTURING AND PRECARIZATION OF LABOR: THE WORLD OF WORK IN TRANSFORMATION

Resumo: This paper analyzes the relations between the processes of productive restructuring and precarization of labor. The privileged dimensions of analysis are: (i) unemployment; (ii) contract of employment; (iii) value of labor power; (iv) employment posts quality. The results indicate that the characteristic technical base of the flexible accumulation regime is manpower saver, leading to structural unemployment increase. The formal contract of employment becomes more tenuous and the participation of the informal job in the whole workforce is increasing. Concerning the value of labor power, it is observed a declining tendency in the last decade. The process of productive restructuring contributes to deteriorate the quality of employment posts by the work intensification in manufacturing spaces, promoted by the operations cycle reduction, simultaneous operation of machine set, among others. Work intensification and workday extension contribute to increase the risk of workers to develop occupational illnesses related to WMSD.

Este artículo analiza las relaciones entre los procesos de reestructuración productiva y de precarización del trabajo. Se privilegian las siguientes dimensiones de análisis: (i) desempleo; (ii) relación laboral, (iii) precio de la fuerza de trabajo; (iv) calidad de los puestos de trabajo. Los resultados indican que la base técnica característica del régimen de acumulación flexible hace ahorrar mano de obra, hecho que contribuye para el aumento del desempleo estructural. Las relaciones laborales estables o formales tienden a hacerse más ténues así como la participación en el trabajo informal presenta una trayectoria de crecimiento con relación al total de la mano de obra ocupada. Respecto del precio de la fuerza de trabajo, se observa una tendencia declinante a lo largo de la última década. El proceso de reestructuración productiva contribuye para el deterioro de la calidad de los puestos de trabajo, a través de la intensificación del trabajo en plantas fabriles, impulsada por la reducción de los ciclos de operación y operación simultánea de un conjunto de máquinas, entre otros. La intensificación del trabajo, asociada a la extensión de la jornada de trabajo contribuye para aumentar el riesgo del trabajador desarrollar enfermedades ocupacionales relacionadas a la LER/DORT. Este artigo analisa as relações entre os processos de reestruturação produtiva e de precarização do trabalho. As dimensões de análise privilegiadas são: (i) desemprego; (ii) vínculos empregatícios; (iii) preço da força de trabalho; (iv) qualidade dos postos de trabalho. Os resultados indicam que a base técnica característica do regime de acumulação flexível é poupadora de mão-de-obra, o que contribui para o aumento do desemprego estrutural. Os vínculos empregatícios formais tendem a se tornar mais tênues, assim como, a participação do trabalho informal no total da mão-de-obra ocupada apresenta uma trajetória de crescimento. No que se refere ao preço da força de trabalho, é observado uma tendência declinante no decorrer da última década. O processo de reestruturação produtiva contribui para a deterioração da qualidade dos postos de trabalho, através da intensificação do trabalho nos espaços fabris, promovida pela redução dos ciclos de operação, operação simultânea de um conjunto de máquinas, entre outros. A intensificação do trabalho, aliada a extensão da jornada contribui para elevar o risco do trabalhador desenvolver doenças ocupacionais relacionadas à LER/DORT.
