REVENUE AND SOCIAL WELFARE IN THE EMANCIPATED MUNICIPALITIES OF MINAS GERAIS DURING THE PERIODS OF 1988 TO 1997

Resumo: | The process of decentralized political, administrative and fiscal power intensified after 1988 aimed to promote the transfer of power, resources and assignments to local governments. Moreover, this process drove the municipal emancipation process in order to bring a government of society, promoting the public service improvement. This study presents the analysis of public revenues and social welfare in those cities emancipated from 1988 to 1997. Mean tests were used in order to compare the performance of emancipated municipalities with the performance of their municipalities of origin. In conclusion, it was found that the new municipalities are beneficiaries of government transfers and have the same capacity for tax collection as their municipalities of origin. Nevertheless, this did not allow the municipalities cited to present a level of welfare greater than in the municipalities of origin, as well as greater efficiency in managing these resources, since they are closer to users. |

El proceso de descentralización política, administrativa y fiscal intensificado a partir de 1988 tenía como objetivo promover la transferencia de poder, recursos y atribuciones para los gobiernos locales. Además, ese proceso ha impulsado el proceso de emancipación municipal de prestación de servicios. Este estudio presenta el análisis de las haciendas públicas y del bien estar social de los municipios de Minas Gerais emancipados en el periodo de 1988 a 1997. Para tanto, se han utilizado testes de medias con el objetivo de comparar el desempeño de los municipios emancipados con el desempeño de sus municipios de origen. Como conclusión, se ha verificado que los nuevos municipios son beneficiados con las transferencias gubernamentales y poseen la misma capacidad de recaudación tributaria de sus municipios de origen. No obstante, eso no ha permitido que los dichos municipios presentasen nivel de bien estar superior en relación a los municipios de origen, así como mayor eficiencia en la gestión de estos recursos, una vez que están más próximos de los usuarios. O movimento de descentralizações política, administrativa e fiscal intensificado a partir de 1988 tinha como objetivo promover a transferência de poder, recursos e atribuições para os governos locais. Além disso, esse fenômeno impulsionou o processo de emancipação municipal com o intuito de aproximar o poder público da sociedade, promovendo a melhoria da prestação de serviços. Este estudo apresenta a análise das receitas públicas e do bem-estar social dos municípios mineiros emancipados no período de 1988 a 1997. Para tanto, utilizaram-se testes de médias no intuito de comparar o desempenho dos municípios emancipados com o desempenho de seus municípios de origem. Como conclusão, verificou-se que os novos municípios são beneficiados com as transferências governamentais e possuem a mesma capacidade de arrecadação tributária dos seus municípios de origem. Não obstante, isso não permitiu que os citados municípios apresentassem nível de bem-estar superior em relação aos municípios de origem, assim como maior eficiência na gestão desses recursos, uma vez que estão mais próximos dos usuários.
