From the changes in the international system since the 1990s, subnational entities emerged as important actors in international relations and began to directly influence the foreign policy-making process of countries, seeking to reach their internal demands and interests through international action, which is called paradiplomacy. Based on the assumption that foreign policy is a public policy, the work seeks to analyze activities and initiatives of decentralized cooperation developed by São Paulo in the Mercocidades Network, especially in the Thematic Units of Gender and Municipality and Local Economic Development between 2000 and 2018. Through the case study methodology, the research will be based on a double conceptual theoretical framework: first, debates about Foreign Policy Analysis will be taken into account and, in a second moment, the object of study will be investigated under the lens of Multilevel Governance perspective. Secondary sources of research, books and specialized articles are used to carry out the investigation, as well as documents developed by the Mercocidades Network, such as the Annual Reports of its Executive and Technical Secretariats.
