The emergence of new actors in the international arena, as well as the expansion and redefinition of themes and agendas, reflects the ongoing transformations and are hallmarks of the so-called “new global order” in the 21st century. In the last three decades, the insertion and increasingly active participation of subnational governments in international relations, notably through Decentralized Cooperation and the arrangement of networks, has been characterized as an irreversible phenomenon that encompasses several domains of world politics. Likewise, within the scope of International Security studies, alternative approaches such as Human Security and Citizen Security have emerged, particularly in South America. Such approaches seek to understand global “new threats” from a local perspective and give cities the role of notable agents in providing innovative solutions to security issues. In this context, having the Mercocities Citizen Security Thematic Unit as the study object, the present work aims to analyze the role played by local governments in the articulation of security in South America. Aspiring to verify the actions and projects developed in this scope and the linearity of these actions with the security perspective presented by the entity. Among other observations, it is concluded that, while the subnational articulation around regional projects still shows weaknesses, this space is fruitful as a communication tool between cities, characterizing itself as an arena where ideas and local security programs are shared.
