Housing policies and conservative modernization in the dictatorships of Brazil and Argentina (1964-1973)

This article compares the housing policies of the civil-military dictatorships in Argentina and Brazil. Through legislation, reports and government statistics, it brings an understanding on how dictatorships formed their housing policies in the context of coups d’état and the Cold War, as well as the class interests that mediated the construction of public policies. Dictatorships are usually addressed through a national analytical perspective, without considering the circulation of practices and representations on a transnational scale. The intervention in poverty and urban informality landscapes in Latin America (favelas in Brazil and villas miseria in Argentina) circulated a set of housing policies that marked the authoritarian modernization of these countries and helped to build the legitimacy of military governments, creating an expectation of economic growth, urban reform and the “dream of home ownership” for part of the population.
