Summary: The Basic Education Development Index (IDEB) represents an educational indicator measured by the National Institute of Educational Studies and Research (INEP) to assess the quality of Brazilian schools. Its composition is analyzed through the school flow and learning performance in Portuguese and Mathematics compiled by the Basic Education Assessment System (SAEB). In this perspective, the present research compared the observed and projected IDEB, of the state schools of Northern Brazil and the State of Amapá between 2007 and 2017 and it was found that the State of Amapá still has a learning performance deficit in relation to the average other states in the North of Brazil. In view of the above, the article suggests that IDEB fulfills its social function described in goal 7 of the National Education Plan (PNE), which treats the indicator as a guideline for public policies to be implemented in school life.

En esta perspectiva, la presente investigación comparó el IDEB observado y proyectado de las escuelas estatales del norte de Brasil y el estado de Amapá entre 2007 y 2017 y se descubrió que el estado de Amapá todavía tiene un déficit de rendimiento de aprendizaje en relación con el promedio otros estados en la región norte de Brasil. En vista de lo anterior, el artículo sugiere que IDEB cumple con su función social descrita en el objetivo 7 del Plan Nacional de Educación (PNE), que trata el indicador como una guía para las políticas públicas que se implementarán en la vida escolar.O Índice de Desenvolvimento da Educação Básica (IDEB) representa um indicador educacional medido pelo Instituto Nacional de Estudos e Pesquisas Educacionais (INEP) para avaliar a qualidade das escolas brasileiras. Sua composição é analisada através do fluxo escolar e do desempenho de aprendizagem em Língua Portuguesa e Matemática compilados pelo Sistema de Avaliação da Educação Básica (SAEB). Nessa perspectiva, o objetivo da presente pesquisa foi comparar o IDEB observado e projetado, das escolas estaduais do Norte do Brasil e do Estado do Amapá entre 2007 e 2017. Para tanto, realizou-se pesquisa de cunho bibliográfico. Verificou-se que o Estado do Amapá ainda apresenta um dé ficit de rendimento de aprendizagem em relação à média dos outros estados da região Norte do Brasil.
