Commercialization of meat products at street market in the city of Fortaleza (CE): evaluation of conformities according to legislation

Resumo: This work evaluated the hygiene conditions of meat products sold in street markets in Fortaleza (CE). The chosen fairs can be considered medium-sized and take place in a fixed place. For the evaluation, a checklist adapted from Ordinance N° 31/ 2005, was used the following criteria: handlers, product packaging, water supply, handling waste, instruments and utensils used, cleaning the environment, presence of objects in disuse, waste management and the origin and quality of raw material used. To compose the profile of the permissionaires in the stalls, education and time working as marketer was included in the checklist. After obtaining the data, the fair stores were classified into groups, according to the percentage of conformities. The permissionaires education level was similar between the evaluated fairs. Most were characterized without schooling or did not want to answer, 62% and 66% at fairs 1 and 2, respectively. Time as a seller of meat products varied from 2 to 25 years. Only 12 stalls agreed to participate; being four for each category of meat (beef, poultry and fish). According to Ordinance N° 31/05, the fairs were classified in group 03, as they presented a lower percentage of conformities than 50%. It was found that the fairs evaluated operate in conditions that compromises the quality of the commercialized meat products and can put  consumers' health at risk. It is suggested that there be greater inspection by competent organizations, health promotion campaigns to minimize risks and promote awareness among marketers and consumers.

Las ferias elegidas pueden ser consideradas medianas y suceden en un lugar fijo. Para la evaluación, se utilizó una lista de verificación adaptada de la Ordenanza Nº 31, de 2005, los criterios evaluados fueron: manipuladores, empaque de productos, suministro de agua, manejo de residuos, instrumentos y utensilios utilizados, limpieza ambiental, presencia de objetos en desuso, manejo de residuos y origen y calidad de la materia prima utilizada. Para componer el perfil de los licenciatarios en los quioscos, se incluyó en la lista de verificación la educación y el tiempo de trabajo como vendedor en la feria. Después de obtener los datos, los establecimientos fueron clasificados en grupos, según el porcentaje de conformidades. El nivel de educación de los licenciatarios fue similar entre las ferias evaluadas. La mayoría se caracterizó sin escolaridad o no quiso contestar, 62% y 66% en las ferias 1 y 2, respectivamente.  El tiempo de trabajo como comerciante de productos cárnicos osciló entre 2 y 25 años. Solo 12 puestos aceptaron participar; cuatro para cada categoría de carne (vacuno, aves y pescado). De acuerdo con la Ordenanza N° 31/05, las ferias se clasificaron en el grupo 03, presentando un porcentaje de cumplimiento menor al 50%. Se encontró que las ferias abiertas evaluadas operan en condiciones de infraestructura y educación para la salud que comprometen la calidad de los productos cárnicos vendidos y pueden poner en riesgo la salud de los consumidores. Se sugiere una mayor fiscalización por parte de las organizaciones competentes, campañas de promoción de la salud para minimizar riesgos y favorecer la sensibilización entre comercializadores y consumidores.Este trabalho avaliou as condições de higiene de produtos cárneos vendidos em feiras livres de Fortaleza (CE). As feiras escolhidas podem ser consideradas de médio porte e ocorrem em local fixo. Para a avaliação, utilizou-se um check list adaptado da Portaria n° 31, de 2005; os critérios avaliados foram: manipuladores, acondicionamento do produto, abastecimento de água, manejo de resíduos, instrumentos e utensílios utilizados, higienização do ambiente, presença de objetos em desuso, manejo dos resíduos e a origem e qualidade de matéria-prima utilizada. Para compor o perfil dos permissionários, a escolaridade e o tempo atuando como feirante foi incluso no check list. Após obtenção dos dados, os estabelecimentos foram classificados em grupos, de acordo com o percentual de conformidades. O nível de escolaridade dos permissionários foi semelhante entre as feiras avaliadas. A maior parte foi caracterizada sem escolaridade ou não quis responder, 62% e 66% nas feiras 1 e 2, respectivamente. O tempo de atuação como comerciante de produtos cárneos variou de 2 a 25 anos. Apenas 12 bancas aceitaram participar; sendo quatro para cada categoria de carne (bovina, aves e pescados). De acordo com a Portaria n° 31/05, as feiras foram enquadradas no grupo 03, apresentando percentual de conformidades menor que 50%. Constatou-se que as feiras livres avaliadas atuam em condições que comprometem a qualidade dos produtos cárneos comercializados e podem colocar em risco a saúde dos consumidores.
