Execution of the National School Feeding Program during the pandemic: challenges and barriers

Resumo: | The aim of this study is to report the experience of implementing the National School Feeding Program (PNAE) in a municipality in Piaui during the COVID-19 pandemic, focusing on the challenges and obstacles associated with the program in the face of social isolation. As for the methodology applied, this is a descriptive study, of the experience report type, which discusses the implementation of the PNAE in a Department of Education of a Piauí City Hall based on the practice experienced by the nutritionist responsible for the program, in the period between April 2020 and April 2021. The information in the report was collected and/or observed after authorization from the City Hall and the Department of Education. The PNAE was put into operation through the distribution of “school lunch kits” to the families of students from the Municipal Education Network, which were basically composed of non-perishable foods that are common in the local eating habits. Food from family farming composed the kits only once during the period studied. The number of families served ranged from 838 to 1361, according to changes in the selection criteria adopted. The results of this study show the difficulties faced by the Executing Entity for the development of the PNAE during the closing of schools. The identified barriers are associated with the impossibility of meeting school feeding guidelines, such as universal service, equal access and support for sustainable development, which, mainly due to the insufficiency of available financial resources, may not have been observed during the distribution of school meals to the families of the students in the period pictured. |

En cuanto a la metodología aplicada, se trata de un estudio descriptivo, del tipo informe de experiencia, que analiza la implementación del PNAE en un Departamento de Educación de un Ayuntamiento de Piauí a partir de la práctica vivida por la nutricionista responsable del programa, en período comprendido entre abril de 2020 y abril de 2021. La información en el informe fue recopilada y / u observada después de la autorización del Ayuntamiento y el Departamento de Educación. El PNAE se puso en funcionamiento mediante la distribución de “kits de almuerzos escolares” a las familias de los estudiantes de la Red de Educación Municipal, los cuales estaban compuestos básicamente por alimentos no perecederos que son comunes en los hábitos alimentarios locales. Los alimentos de la agricultura familiar compusieron los kits solo una vez durante el período estudiado. El número de familias atendidas osciló entre 838 y 1361, según los cambios en los criterios de selección adoptados. Los resultados de este estudio muestran las dificultades que enfrenta la Entidad Ejecutora para el desarrollo del PNAE durante el cierre de escuelas. Las barreras identificadas están asociadas a la imposibilidad de cumplir con los lineamientos de alimentación escolar, como el servicio universal, la igualdad de acceso y el apoyo al desarrollo sostenible, que, principalmente por la insuficiencia de los recursos económicos disponibles, pueden no haberse observado durante la distribución de las comidas escolares a las familias de los estudiantes en el período ilustrado.O objetivo deste estudo é relatar a experiência de execução do Programa Nacional de Alimentação Escolar (PNAE) em um município do Piauí durante a pandemia de COVID-19, com enfoque nos desafios e entraves associados ao programa diante do isolamento social. Quanto à metodologia aplicada, trata-se de estudo descritivo, do tipo relato de experiência, que discorre sobre a execução do PNAE em uma Secretaria de Educação de uma Prefeitura do Piauí com base na prática vivenciada pelo nutricionista responsável pelo programa, no período compreendido entre abril de 2020 e abril de 2021. As informações do relato foram colhidas e/ou observadas após autorização da Prefeitura e da Secretaria de Educação. A operacionalização do PNAE ocorreu mediante a distribuição de “kits merenda escolar” às famílias dos alunos da Rede Municipal de Ensino, os quais foram compostos basicamente de alimentos não perecíveis comuns no hábito alimentar local. Alimentos provenientes da agricultura familiar compuseram os kits uma única vez no período estudado. O número de famílias atendidas variou de 838 a 1361, conforme modificações nos critérios de seleção adotados. Os resultados deste estudo evidenciam as dificuldades enfrentadas pela Entidade Executora para o desenvolvimento do PNAE durante o fechamento das escolas.
