The way in Brazilian culture legal and court of courts

The work aims to relate the institution of the jeito in the brazilian legal culture with the performance of Courts of Accounts, from the Keith S. Rosenn study. The brazilian legal culture is strongly linked to the jeito institution, whose roots go back to its colonial past and the strong portuguese imperial influence. Besides major obstacle to the development of the country is also seen as a way to avoid social conflicts until you find an appropriate consensual solution. The advent of the Courts of Accounts reflected in many aspects to culture of jeito, both the delay in recognizing the necessity of the existence of external control over the public administration, such as the conflicts generated from the beginning of its activities of inspection. Even today there are clear signs that this culture persists in brazilian society with damage to the control of public administration. It is essencial to overcome it, strengthening the rule of law and giving due importance to punishment when appropriate.
