Resumo: : The purpose of this investigation is to ascertain the efficacy of the second phase of the Health and Basic Sanitation Program in the Rural Area of Piauí (PROSAR-PI), in relation to the factors that facilitate or hinder its performance in the Povoado Mirolândia, in Picos-PI. Semi-structured interviews were carried out with implementing agents or who monitored all their execution and application of questionnaires with the local population, in addition to consultation with documentary sources at the Institute of Waters and Sewers of Piauí. It was found that PROSAR-PI was supported by means that contributed to the achievement of its results, such as: participation of the local population in decision-making; use of specialized consultancy in the management of the construction stages; quality of the installed infrastructure, as well as the dissemination and teaching of educational content; trained employees to raise awareness among local residents. These and other constraints contributed to the reputation of the program as effective in the way it worked in the researched community.

These and other constraints contributed to the reputation of the program as effective in the way it worked in the researched community.El objetivo de esta investigación es verificar la efectividad de la segunda fase del Programa de Salud y Saneamiento Básico en el Área Rural de Piauí (PROSAR-PI), en relación a los factores facilitadores u obstáculos en su desempeño en el Povoado Mirolândia. , en Picos-PI. Se realizaron entrevistas semiestructuradas con los agentes implementadores o que siguieron toda la implementación y aplicación de los cuestionarios con la población local, así como la consulta en fuentes documentales en el Instituto de Aguas e Segotos do Piauí. Se encontró que PROSAR-PI contó con medios que contribuyeron al logro de sus resultados, tales como: participación de la población local en la toma de decisiones; uso de consultoría especializada en la gestión de las etapas de las obras; calidad de la infraestructura instalada, así como la difusión y enseñanza de contenidos educativos; empleados capacitados para concienciar a los residentes locales. Estas y otras condiciones contribuyeron a la reputación del programa como efectivo en la forma en que operaba en la comunidad investigada.O objetivo desta investigação é averiguar a eficácia da segunda fase do Programa de Saúde e Saneamento Básico na Área Rural do Piauí (PROSAR-PI), em relação aos fatores facilitadores ou empecilhos na sua atuação no Povoado Mirolândia, em Picos-PI. Foram realizadas entrevistas semiestruturadas com agentes implementadores ou que acompanharam toda a sua execução e aplicação de questionários junto à população local, além de consulta em fontes documentais no Instituto de Águas e Esgotos do Piauí. Verificou-se que o PROSAR-PI se apoiou em meios que contribuíram para o alcance de seus resultados, tais como: participação da população local nas tomadas de decisões; utilização de consultoria especializada na gestão das etapas das obras; qualidade da infraestrutura instalada, assim como na divulgação e didática dos conteúdos educativos; colaboradores capacitados para conscientizar os moradores locais.
