Resumo: Este artigo tem como objetivo contrapor as estratégias da meta 4 do Plano Nacional de Educação(PNE) com Plano Estadual de Educação do Rio Grande do Sul (PEE)e o Plano Municipal de Educação de Uruguaiana(PME), buscando evidências divergentes entre estes, a partir de uma pesquisa documental e bibliográfica. Com isso buscamos verificar o que essas diferenças nas redações dos planos irão afetar no contexto de vida destes estudantes com deficiência, uma vez que determinadas terminologias alteraram o sentido da lei maior (PNE) sob a nova ótica do PEERS e PME. A partir da análise realizada, foi possível constatarmos a partir das comparações realizadas, diversas inconsistências entre os planos , onde no âmbito federal e municipal se traz um estímulo para a qualificação docente junto a alunos na educação especial, enquanto que no estadual não se instiga que o professor se qualifique para atender este aluno, fazendo com que a inclusão presente nestes documentos ou em documentos oficiais não seja efetivamente concretizada.
