Avaliação multicritério de desempenho do processo de compras do Poder Judiciário do Estado de Santa Catarina: uma proposta construtivista

Public management is in constant development and evolution, given that the state increasingly is supported as big buyer, signing contracts with increasing values, and using the contracts to provide the implementation of public policies, fostering thus the development of entire regions. This concept led to the subject of this paper, which proposes structuring the process of Public Procurement Management of the Judiciary of the State of Santa Catarina, using a model for decision support. This research was based on two instruments: the ProKnow-C (Knowledge Development Process-Constructivist) and the MCDA-C (Muticritério Methodology Decision Support - Constructivist). The first was used for the construction of the Bibliographical portfolio, aligned to the theme, which underwrote much of the theoretical framework of this research and provided the realization of bibliometric and systemic analysis of literature, identifying gaps in scientific knowledge and contribution opportunities through six lenses analysis: Approach Singularidae, the Goals identification, Measurement, Integration and Management. The second instrument, the MCDA-C was used in the preparation of the case study in the purchasing department of the Judiciary of the State of Santa Catarina. The results are: i - the identification of a Bibliographical portfolio containing 16 articles, resulting from application of ProKnow-C approach; ii - systemic analysis showed the existence of non constructivist models; iii- in building the model were identified 4 basic points of view, 64 descriptors "performance indicators"; iv - the purchasing process performance profile resulted in 4 descriptors with performance excellence .; 49 with competitive performance (between good and neutral) and 11 with compromising performance (below neutral); v - the structured process management and improve the performance showed improvement recommendations descriptors with compromising performance. The results obtained showed the contributions of the methodologies adopted as a tool to support decisions of the public procurement process management, highlighting the applicability of constructivist approach in the structured process management built.
