Políticas públicas, passivos ambientais e as perspectivas dos objetivos de desenvolvimento sustentável da ONU no município de Imbituba

The present study seeks to understand the process of implementation of Environmental Public Policies in the municipality of Imbituba, through a historical survey of the municipality, analyzing its environmental liabilities and the perspectives of the UN's consolidated sustainable development objectives. In order to do so, the main concepts and definitions about the proposed theme were described, through the municipality's history, the analysis of the institution of its laws, the physical and budgetary structure of the secretariats that assumed the environment portfolio, and the analysis of the environmental liabilities and the municipal inspection action, in addition, identified through the indicators of existing municipal sustainable development, the current situation of the municipality facing the objectives of sustainable development consolidated by the UN. In this sense, the present study of monographic character, is classified as objectives as exploratory research, qualitative method regarding the approach of the problem and the bibliographic and documentary procedures for the data collection. At the end of the study, different perceptions about public environmental policies and the difficulties faced for the consolidation of these policies were visualized, yet against this, the environmental liabilities in the city, more and more accentuated, due to the reduced effective control, and that despite the difficulties encountered in consolidating public environmental policies, the municipality of Imbituba in relation to the state of Santa Catarina and its neighboring municipalities, has a significantly higher indicator of sustainable municipal development, which shows that if there is a will of public power, the municipality can advance even further in the issues of sustainable development.
