In 2011, the bidding tender was launched in competition mode, with the lowest overall price referring to the construction of Upa 24 hs in Tubarão / SC, aiming to relieve the urgencies and emergencies of the Hospital Nossa Senhora da Conceição. For this to become reality we will know the processes that were carried out to make the unit ready for service, as well as the bidding, contract, budgets, planning. With the purpose of comparing the costs budgeted with those made, through documents obtained at the city hall. The bidding company was evaluated according to the terms of Law 8.666 / 93 to legitimately pursue the process. The budget method was adhered to the analytical or detailed to be less errors, and how the projects and budgets were made available prior to being followed in the proposed budgets of the bidders. Demonstrating the characterization of the work, which will be a building with 6 observation beds and will focus on the emergency services of the population. Finally, it was verified that in the middle of the construction, there was the addition of the contract of licitation, since it was not foreseen that the extreme constructions could suffer earthquakes, with the foundation predicted in the budget of spiked prewrapped stake, being thus legally evaluated and authorized for the substitution in propeller-type continuous cutting so that there is no aggravation of cracks that already existed in the buildings. When evaluating the cost variations, the measurements made by the inspection were analyzed, reaching the result of 4.39% of expenses not foreseen to the budget. Evidenciating that the budget is of great importance for the accomplishment of a work to arrive at the objective.
