The study explored the theme of the National Harm Reduction Policy regarding the misuse of psychoactive substances. The overall objective of the study was to analyze the effectiveness of harm reduction policies against substance abuse, describe drug-related criminal policies, raise public health policies regarding psychoactive substances and chemical dependency, Harm reduction policy in Brazilian legislation and identify harm reduction programs at the federal, state and municipal levels. The nature of the study is descriptive, the method used was the deductive method, the procedure method was exploratory and the system used for data collection, bibliographic. The results showed that there was a significant change in the treatment of the chemical dependent, leaving the patient to be considered an enemy of the State. Moreover, it was pointed out that public health policies nowadays humanize the user of drugs, whether they come from a state effort or voluntary individuals. It was concluded, therefore, that harm reduction policies are efficient in their purpose, that is, the reduction of collateral damages caused by the undue use of chemical substances, where the dependent does not want or can not abandon the addiction. However, it should be noted that these may lead to the idea that drug use can be done responsibly.
