In view of the current situation it is common to observe several problems in the cities, due to the lack of planning and disorder in their development. For as municipalities evolve it becomes progressively difficult to keep basic services running in har monia. Based on this, this work seeks to carry out the survey of the installed infrastructure of a sample of the municipality of Tubarão, to be compared with the municipal management of the mandates of 2013-2016 and 2017-2020 and with the current Master Plan. With this, we intend to observe if the manage-ment is able to put into practice the guidelines described in the Master Plan according to the reality of the sample analyzed. In addition, it is also proposed to develop a methodology to identify the priority demands and needs for investment in infrastructure in the municipality. To verify the current situation of the area of study, technical visits, interviews with residents, public agents, as well as analysis of the Participative Master Plan and the governmental mana-gement mentioned above were carried out to make the comparative study possible. Thus, it is clear that the governance platforms partially contemplate the instructions described in the Master Plan, but the sample has shown to be divergent in some aspects regarding the existing infrastructure, such as: pavement, mobility, rainwater and sanitary sewage networks, electri-city and telecommunica- tions. For the methodology of identification of demands, models based on the Hierarchical Processual Analysis - A.H.P. The mathematical models that were developed identified that the greatest demands for infrastructure are related in this order of priority: investment needs in public supply, collection and treatment of sewage, implementa-tion of drainage systems, energy, pavement, public walkway and telecommunications.
