Resumo: | The present work addresses the role of police forces in Haiti and the purpose of police forces regarding the prevention and investigation of crimes committed by the civilian population. They are important because police forces are specially trained for this type of situation, that is, understand the difference between police forces and military forces. Military forces take care of combating enemies in wars or occupying strategic zones of peacekeeping missions, and they conduct stabilization missions, mine disarmament, ceasefire supervision, among others. Between 2004 and 2013, some countries commanded UN police forces in Haiti due to their interest in helping the country recover from a period of civil disorder. In the meantime, the Security Council created MINSUTAH on June 1, 2004, by resolution 1542, offering a multinational provisional force, authorized by the Security Council, in February 2004, whose aim was to promote the reconstruction of Haitian humanitarian aid. This work highlights the proposal of the police forces and presents what activities they have carried out, as well as the United Nations police who supported the ability of the local police to prevent, detect crimes, protect life and property, as well as public order, taking public safety as its central point. During the peacekeeping mission, UN security forces fulfilled the role of promoting the country´s stabilization, pacifying and promoting conditions for Haiti´s institutional and economic development. As for the methodology, this research is descriptive, because it presents the characteristics of the research object, as well as qualitative in relation to the theme, but it is not based on statistical surveys for the formulation research. |

Elas foram importantes por serem especialmente treinadas para este tipo de situação, ou seja, compreender a diferença entre forças policiais e forças militares. As forças militares cuidam do combate aos inimigos em guerras ou de ocupar zonas estratégicas das missões de paz. Além disso, elas conduzem missões de estabilização, desarmamento de minas, supervisão de cessar-fogo, entre outros. Entre 2004 a 2013, alguns países comandaram as forças policiais da ONU no Haiti, em função do interesse em ajudar o país a recuperar-se de um período de desordem civil. Nesse ínterim, o Conselho de Segurança criou a MINSUTAH, no dia 1 de junho de 2004 pela resolução 1542, oferecendo uma força provisória multinacional, autorizada pelo Conselho de Segurança, em fevereiro de 2004, cujo objetivo era promover a reconstrução de ajuda humanitária haitiana. Este trabalho ressalta a proposta das forças policiais e apresenta quais foram as atividades que desempenharam e, também, a polícia das Nações Unidas que apoiou a capacidade da polícia local em prevenir, detectar crimes, proteger a vida e as propriedades, bem como manter a ordem pública, tendo a segurança pública como seu ponto central. Durante a missão de paz, as forças de segurança da ONU cumpriram o papel de promover a estabilização do país, pacificando e promovendo condições para o desenvolvimento institucional e econômico do Haiti.
