This monograph intends to inform the implications, organizationally speaking, of the changing process of the traditional police model, professional-bureaucratic of policing, to the community policing model, which is a more modern mode of action in facing criminality and, what is more important, with the community support. Furthermore, the search aims to demonstrate that the transition from an organizational strategy to another requires significant structural changes and character of the organization. In that same context, it also has the objective to inform the relevant aspects for the implementation of the community policing, to check the models that have been adopted in others countries, and also in Brazil, based on experiences made by the writers Bayley and Skolnick, according to the new democratic ideals, in an idea of police that rescues, in its fundamentals, the preventive character and the concept of policeman as a peacekeeper and as an owner of the responsibility to maintain the order in a less repressive way. Therefore, the whole document was made to enhance the discussion of the importance of the application of this new and modern policing philosophy, as a viable path to a balance between the public security forces and the population, the main goal of a democratic state, that always views to improving the quality of life of its citizens.
