Proposta de um sistema de indicadores de desempenho em painel de controle: um estudo em uma empresa de construção civil

Resumo: The current situation of the construction industry, pleads for proper planning and control within a culture which is, usually, non-existent. There is a need of management tools that provide information about the company and its projects, providing at the same time agility and quality in its processes and delivered products. However, the aim of this research is to propose a system of key performance indicators in dashboard to assist in the management of civil construction company, in a case study carried out in a medium-sized construction company in southern Santa Catarina. The research is classified in terms of the objectives, as descriptive, regarding to the procedures, as case study and concerning to the approach of the problem, qualitative. For the collection of data, observations, documentary collection and interviews are the instruments used for this research. The definition of the set of indicators was elaborated based on the literature review and on the characteristics, needs and data available in the company under study. The main results of this research are related to the: (a) definition of the set of indicators in the financial and economic, production, human resources and quality perspectives, aligned with the company strategies; (b) development of dashboards for the company's strategic and tactical level (financial, human resources and engineering department); (c) evaluation of the company’s performance and its projects through the results of the indicators, comparing periods; (d) evaluation of the company’s strengths and weaknesses and its projects, and suggestions for improvements to the vulnerabilities. It can be concluded that, given the sixteen indicators used, the company has just its selling speed, project cost overrun and employee turnover as its vulnerabilities. Therefore, it is suggested to the company: the creation of a sales department, a good structure and after-sales team, evaluate the process of budgeting, do initial budgets more precise, identify the main causes of a high turnover, with the use of employee exit interview surveys, the creation of a recruitment process, among others. From the results obtained, it is possible to notice that with a large amount of data already available by the company, it was possible to develop an accessible management tool with registered popular software, which generated information of great help for decision making, about the company’s health and how much its strategic objectives are being met.

Há a necessidade de instrumentos de gerenciamento que forneçam informações sobre a empresa e seus projetos, proporcionando ao mesmo tempo agilidade e qualidade em seus processos e produtos entregues. Com isto, este trabalho tem por objetivo propor um sistema de indicadores de desempenho em painel de controle para auxiliar na gestão de empresa de construção civil, em um estudo de caso realizado em uma empresa de construção civil de médio porte do sul de Santa Catarina. A pesquisa classifica-se em relação aos objetivos, como descritiva, no que se refere aos procedimentos, como estudo de caso e em se tratando a abordagem do problema, qualitativa. Para a coleta de dados, observações, coleta documental e entrevistas são os instrumentos utilizados para esta pesquisa. A definição do conjunto de indicadores foi elaborado com base na revisão da literatura e nas características, necessidades e dados disponíveis na empresa em estudo. Os principais resultados dessa pesquisa estão relacionados a(o): (a) definição do conjunto de indicadores nas perspectivas financeiro e econômico, produção, recursos humanos e qualidade, alinhados com as estratégias da empresa; (b) desenvolvimento dos painéis de controle para o nível estratégico e tático (setor financeiro, recursos humanos e engenharia) da empresa; (c) avaliação do desempenho da empresa e seus projetos por meio dos resultados dos indicadores, comparando períodos; (d) avaliação dos pontos fortes e fracos da empresa e seus projetos, e sugestões de melhorias para as vulnerabilidades. Conclui-se que diante dos dezesseis indicadores utilizados, a empresa possui apenas como vulnerabilidades sua velocidade de vendas, desvio de custo de obra e rotatividade de pessoal. No entanto, sugere-se à empresa: a criação de um setor de vendas, uma boa estrutura e equipe de pós-venda, avaliar o processo de elaboração dos orçamentos, realizar orçamentos iniciais mais preciso, utilizar ferramentas de controle dos custos, identificar as principais causas de uma alta rotatividade, adotando fichas de entrevista de desligamento, a criação de um processo de recrutamento, entre outros.
