A State Plan for Public Security Intelligence (PEISP) is a strategic document guiding the Intelligence Activity at the state level. The objective of this research is to identify the relevance of a PEISP for the development of the Activity in the Federation units. For the accomplishment of this work were interviewed Professionals of Intelligence of recognized experience and deep knowledge on the subject, this, allied to the bibliographical research. A historical contextualization of the current systems and subsystems of Intelligence of Brazil was carried out, so as to better understand where a State System of Public Security Intelligence (SEISP) is located, as well as its relationship with the other Intelligence Systems. The doctrine related to the State documents denominated Politics and Plan was presented, relating them with the planning and execution of the Intelligence Activity. This contributed to the understanding of the specificities of the State Plan for Public Security Intelligence. An ideal model of national political and strategic planning was proposed to identify where the State Plan for Public Security Intelligence would be inserted, as well as define the fundamental points that must necessarily be part of it. The vast contributions of a PEISP for the implementation and development of the Public Security Intelligence Activity were identified. In the end, it was concluded that the State Plan for Public Security Intelligence is an indispensable tool of strategic planning for Intelligence Activity to achieve its objectives in the States of the Federation.
