The purpose of this document is to establish guidelines for completing adequations and studies to carry out a work in height in the civil construction, foreseen and oriented in NR35 and approach to the theme of readjustments and failures found in construction site following as a basis of comparison to NR 18. But also as preventive and planning measures to approach the items to be implemented in construction, an analysis done in a real and common case in the civil construction in the great Florianópolis, a sector buildings up to 4 floors, that did not have definitions and recommendations for installation of the preventive system, nor construction site design. In addition to the short time of execution of the works, with the high turnover of the workforce and low skilled / educated workers, with technical and organizational problems, there are situations that demonstrate a serious and imminent risk to the worker, which can lead to consequences of foreclosures or foreclosures. Instructions to adjust to the embargo of a work is not subject that technicians are going to the job market with low knowledge. The lack of information on this item will be displayed and provided through points that have been questioned by labor ministry officials, and comparing them with current standards. This paper deals with the analysis of embargoes and interdictions and the development of recommendations to prevent the construction sites, and construction with NR18 and NR35.
