Currently, due to macroeconomic policies and the incentive of the automobile industry, there has been a progressive increase in the number of vehicles in the road system of cities in the Amurel region. The intense dependence on the highways causes chronic congestions, high rates of traffic accidents, increased pollution, drop in mobility and accessibility of the population. This study has as main objective to carry out a technical analysis of the feasibility of implementing a collective passenger rail transport line, connecting the metropolitan regions of Criciúma and Tubarão, covering urban cities and rural communities through a stretch with 164 km extension of railway network already existing and in operation by Tereza Cristina Railway. Some peculiarities were noted in the railroad case study, due to the destination of more than 90% of the cargoes transported to a single consumer company, does not have many clients and low integration with other transport modes. The collective urban rail passenger transport to the Amurel region is still a main obstacle to be achieved, considering current data on demographic density, historic and socioeconomic trends in the region, as well as the occupation of the ground and operation of the railway lines of Tereza Cristina Railway, since the concession covers only cargo transportation, and then, becoming currently unfeasible for the studied region. For a future implementation project, with a population density higher than the current ones, or for short routes, according to the experience of Içara to Criciúma; it is necessary to implement public policies aimed at the development and exploitation of this modal.
