Resumo: This monograph aims to analyze the American external policy and its influence on the origin of terrorist groups in Iraq. For this purpose, the rise of the United States of America as hegemony, with basis on their universal values, and the development of Iraq, marked by political coups and ethnic conflicts, as a country in the international system were historically contextualized. Henceforth, the origins of the interventions in Iraq in 1991 and 2003 were discussed, with basis on the historical analyses of the relations between these two countries, as well as the decision-making process on the kind of force to be used in the Iraq War after the successful September 11th terrorist attack in 2001 in the United States, which caused significant changes in the American external policy. Subsequently, the appearance of terrorist groups in the context of the interventions, the American political and financial contributions for the consolidation of these groups, especially the Al Qaeda and Islamic State, and their political implications in what comes to international security were investigated. In order to write this monograph, bibliographical sources such as books, academic articles and papers; maps and U.S. governmental agencies’ memorandum have been used. As a result, this study has found that the use of the word “terrorism” by the U.S. government, in the context of the Middle East conflicts, may be used as a means to justify the U.S. imperialistic type actions in Iraq and that the perpetuation of that country’s political and military influence in the region strengthens and extends the existence of anti-Western sentiments in the Iraqi society. Also, that even if the present active terrorist groups cease to exist in that region, new ones are likely to replace them. Key words: The United States. Iraq. Decision-making process. Intervention. Terrorist groups.Esta monografia se propõe a analisar a política externa estadunidense e sua influência nas origens dos grupos terroristas no Iraque. Para tanto, foi contextualizada historicamente a ascensão dos Estados Unidos como hegemonia, baseando-se em seus valores universais; e o desenvolvimento do Iraque, marcado por golpes políticos e conflitos étnicos, como país no sistema internacional. A partir disso, foi realizado um debate sobre as origens das intervenções realizadas no Iraque em 1991 e 2003, alicerçado na análise histórica das relações entre esses dois países, bem como o processo decisório sobre o tipo de força a ser utilizado na Guerra do Iraque após o bem-sucedido ataque terrorista de 11 de setembro de 2001, nos Estados Unidos, que provocou mudanças significativas na política externa estadunidense. Em seguida, foram investigados: o surgimento de grupos terroristas no contexto das intervenções; a contribuição política e financeira estadunidense para a consolidação destes grupos, com ênfase para a Al Qaeda e o Estado Islâmico; e as suas implicações para a segurança internacional. Para elaboração desta monografia foram utilizadas fontes bibliográficas, tais como livros, artigos e publicações acadêmicas; mapas; e memorandos de órgãos governamentais estadunidenses. Como resultado desta pesquisa, observou-se que o emprego do termo terrorismo pelo governo estadunidense, no contexto dos conflitos no Oriente Médio, pode ser encarado como uma forma de justificar as ações de cunho imperialista dos Estados Unidos no Iraque, e que a manutenção da influência política e militar desta nação naquela região fortalece e prolonga a existência de sentimentos antiocidentais na sociedade iraquiana. Verificou-se ainda que mesmo que os grupos terroristas atuantes naquela região deixem de existir, outros possivelmente irão renascer. Palavras-chave: Estados Unidos. Iraque. Processo decisório.
