This study aims to analyze the main amendments proposed by the Project of Law No. 559/2013, for the procedure on the bidding process. Still, examines the historical reference of the project, namely, the course of the training project, as well as the general lines that took him to the Senate and, later, its possible approval. Search demonstrate and conceptualize public administration, as well as the principles which govern it, which must be met by the parties of the bidding. Identifies some advantages offered to the parties in the event of a project approval, in all instances, at which point there will be a sanction, with the transformation into law. Describes and conceptualizes the bidding, which is the main focus of the drafting of the Bill that will be studied, its principles, detailing the in detail the procedures for their implementation, both provided for in the law 8,666/1993, still in effect, as those proposed by provided for in law No. 559/2013. And finally, compares the changes in procedures for project proposals referred to above, in relation to that provided for in law No. 8,666/1993. For the preparation of this work was used to bibliographical research, with the aim of describing the changes occurred in the bidding process procedures, proposed by draft law No. 559/2013. Still, the documentary research that is conducted from documents contemporaries, that would be the proposed Bill and the law in effect, retrospective, considered authentic, as we see in the study in focus. Indeed, it was observed the proposed project brings several innovations with regard to the procedure of bidding, showing its advantages in relation to law No. 8,666/1993. Still, noted the extreme importance of bringing the project under review, taking into account the need for adequacy with the current situations, ensuring for the purpose main Public Administration when intends to bid on, which is the public interest. Thus, it is concluded that the project of law nº. 559/2013, brings both advantages and innovations for the Public Administration, as for the bidder, interested in the bidding process.
