Resumo: The conflict is inherent in the human being there from the beginning of humanity as part of their development process. Therefore, it is necessary for the development and growth of any family, social, political and organizational system. This dissertation addresses the issue of interpersonal conflict management in the context of public organizations, focusing on the area of security in the prison system. The survey was conducted in two phases. The first phase is characterized by an exploratory research, where the prison public policies at the state penitentiary setting and the environment COPE SPA / SC were characterized. In the second phase it was developed the study of interpretative character case qualitative approach whose result is detailed in chapter four of this thesis. As a result of inferential analysis it was confirmed that the prison systems do not meet the goals for which it was conceived along the lines of the Law of Criminal Executions, not recover either re-socialize prisoners. There are several elements that make it impossible to obtain these goals. Among them , one can point out the strategic objectives of the state administration that are flawed to guarantee the fundamental rights to reeducation , not including in their entirety all sectors of the prison unit , thus ultimately stifle the strategic actions according to the bureaucratic procedures making the administrative process in the lengthy and flawed prison unit. From the analysis it is concluded that the strategic actions established between managers place in the prison unit formally and informally, as in the case of workers' actions was identified disjointed strategies or not connected, which are the major instigators of conflict within the unit prison. One can also determine that the current management makes use of dialogue, negotiation and promotion tools in order to limit the most harmful conflicts prison unit. As a result it was highlighted that the prison institution there is an institutionalized conflict management, nor was it found that management some mechanism of conflict resolution defined a management entirely personal conflicts but has been identified, based on the judgments of the manager on the way conflictual situations should be conducted. The research also points to the importance of further research on the action of a formal and institutionalized conflict management within a prison unit, thus contributing to the production of knowledge on the subject with few empirical studies.

Portanto, é necessário para o desenvolvimento e o crescimento de qualquer sistema familiar, social, político e organizacional. A presente dissertação aborda o tema gestão dos conflitos interpessoais no contexto das organizações públicas, com foco na área de segurança no sistema prisional. A pesquisa foi realizada em duas fases. A primeira caracteriza-se por uma pesquisa exploratória, onde foram caracterizadas as políticas públicas prisionais no cenário estadual e o ambiente do COPE-SPA/SC. Na segunda desenvolveu-se o estudo de caso de caráter interpretativo de abordagem qualitativa cujo resultado encontra-se detalhado no capítulo quatro desta dissertação. Como resultado da análise inferencial confirmou-se que os sistemas prisionais não atendem aos objetivos para os quais foram idealizados nos moldes da Lei de Execuções Penais, ou seja, não recuperam tampouco ressocializam os presos. São vários os elementos que impossibilitam a obtenção desses objetivos. Dentre eles, podem-se apontar os objetivos estratégicos da administração do Estado que são falhos em garantir os direitos fundamentais aos reeducandos, não contemplando na sua totalidade todos os setores da unidade prisional, dessa forma acabam por engessar as ações estratégicas em função dos trâmites burocráticos tornando o processo administrativo na unidade prisional moroso e falho. A partir das análises conclui-se que as ações estratégicas estabelecidas entre os gestores acontecem na unidade prisional formalmente e informalmente, já em se tratando das ações dos trabalhadores identificou-se estratégias desconexas ou não conectadas, que são os maiores fomentadores de conflitos dentro da unidade prisional. Pode-se apurar também que a atual gestão faz uso do diálogo, da negociação como ferramentas de promoção a fim de limitar os conflitos mais nocivos à unidade prisional. Como resultado destacou-se que na instituição prisional não há uma gestão de conflitos institucionalizada, tampouco foi verificado nessa gestão algum mecanismo de resolução de conflitos definido, porém foi identificada uma gestão de conflitos inteiramente pessoal, baseada nos julgamentos do gestor sobre a maneira pela qual as situações conflituosas devem ser conduzidas.
