As concessões aeroportuárias à iniciativa privada e os avanços na infraestrutura e tecnologia dos aeroportos brasileiros

Resumo: The main goal of this work is to present the airport sector in the world and specifically in Brazil, under the concession approach of the airports to the private initiative. As specific objectives, the research presents the concession models in the world; the deficits of the national airports culminating in the aerial blackout of 2006; the measures for greater investment in the sector through the concessions and their results in advances and modernization of the sector.With the economic growth of the 2000s, the air modal became an option for those accustomed to interstate bus travel, resulting in a large expansion of the number of passengers. However, the country's airports were not prepared for this reality and thus presented serious occurrences such as the 2006 air blackout. Following the worldwide trend of concession to the private initiative, Brazil began, under the Privatization Law of 1995, to adapt the legislation to the specific case of airports. In 2011, the Concession Program was implemented, which, through public-private partnerships in different models, allowed private companies to invest in airport infrastructure for development and improvement. Until March 2019 more than twenty airports were granted and this work aims to demonstrate this process, considering the international experiences, the Brazilian legislation and the advances in services and technology obtained with this practice. Through a methodology based on bibliographical research, the work presents information based on academic works and yearbooks of the Government that allow the description of the panorama of national aviation and the process of concessions and their future trends. It is concluded that, Infraero needs restructuring, but without a concrete regulatory framework,there is a high probability that the partnership will not generate the expected results. It is a fact that the concession tends to disburse the Government but it needs tight regulation and continuous monitoring so that the planning is effectively put into practice and brings the benefits expected by the parties and mainly by the consumers, the main affected and the main objective of these changes.

Como objetivos específicos a pesquisa apresenta os modelos de concessão no mundo; os déficits dos aeroportos nacionais culminando no apagão aéreo de 2006;as medidas para maior investimento no setor através das concessões e de seus resultados em avanços e modernização do setor.Com o crescimento econômico dos anos 2000, o modal aéreo se tornou opção para àqueles habituados a fazer viagens interestaduais de ônibus, resultando em grande expansão do número de passageiros. Porém, os aeroportos do país, não estavam preparados para essa realidade e assim, apresentaram graves ocorrências como por exemplo, o apagão aéreo de 2006. Seguindo a tendência mundial de concessão à iniciativa privada, o Brasil começou, amparado na lei de Desestatização de 1995, a adaptar a legislação visando o caso específico dos aeroportos. Em 2011 é concretizado o Programa de Concessões que, através de parcerias público-privadas em diferentes modelos, permitiu que empresas particulares investissem na infraestrutura aeroportuária visando seu desenvolvimento e aperfeiçoamento. Até março de 2019 mais de vinte aeroportos foram concedidos e este trabalho tem como objetivo demonstrar esse processo, considerando as experiências internacionais, a legislação brasileira e os avanços em serviços e tecnologia obtidos com essa prática. Através de metodologia baseada na pesquisa bibliográfica, o trabalho apresenta informações fundamentadas em trabalhos acadêmicos e anuários do Governo que permitem a descrição do panorama da aviação nacional e do processo de concessões e suas tendências futuras. Concluí-se que, a Infraero necessita de reestruturação, porém, sem um concreto marco regulatório, existe uma grande probabilidade de a parceria não gerar os resultados esperados.
