Resumo: Currently, several authors of International Relations and Political Sciences admit the need to look at foreign policy as a result of domestic political disputes, and therefore, the various interest groups certainly have a regular and important role in this equation. Among the various subgenres and fields of activity of the so-called Interest Groups or Pressure Groups, there are those defined by some authors as Ethnic Interest Groups. Due to these varied groups, it is plausible to affirm that the complex internal process that determines the guidelines of the States in relation to their foreign policy is the hot topic theme in International Relations. The curiosity in seeking a more in-depth and empirical knowledge on this subject was the first step and the main reason that drove this undergraduate thesis research. That said, many interest groups were born together with the United States, or perhaps, isn’t extreme wrong to say that the United States flourished as an independent nation from the English domain due to conflicts of interest between American traders and the British crown and consequently the organized action of these firsts for independence. This captivating suspicion marked the second step in the delimitation of research, which was to choose a specific location to investigate the activities of organized interest groups. Finally, the discovery of concepts that already exist in the bibliography of International Relations and Political Sciences regarding ethnic lobbies, and the identification in previous research of countless organizations working in favor of the Jewish and pro-Israel community, ended up shaping the delimitation of research: the role of the pro-Israel Jewish community in American politics. This undergraduate thesis, therefore, intends to bring to the debate the issue of interest groups and the presence of lobbyists in the American political structure, with a focus on ethnic groups - politically organized - of pro-Israel Jews. The United States was the first country in the world to enact a lobby control law. This is because these groups seek to interfere directly in laws and government projects that affect them, both in domestic and foreign policy, which characterizes the research problem. Having defined the theme and its delimitation, the three specific objectives defined to guide the research were: To present the theoretical concepts about interest groups, pressure groups and lobbying; To describe the operation of the Israeli lobby within the United States; To discuss the reasons why these organized groups of Jews maintain the practice of pro-Israel lobbying within the United States. The hypothesis to be tested is that a substantial part of the members of groups organized by pro-Israel Jews understand that defending Israel is like defending the Jewish flag. Based on this, the research consists of a case study of a hypothetical-deductive approach with quantitative and qualitative data based on the research technique of bibliographic and documentary review. Jewish pro-Israel lobby.Atualmente, diversos autores das Relações Internacionais e das Ciências Políticas admitem a necessidade de olhar para a política externa como resultante de disputas políticas domésticas, e sendo assim, os variados grupos de pressão e grupos de interesse certamente têm papel regular e de peso nessa equação. Dentre os variados subgêneros e campos de atuação dos chamados Grupos de Interesse ou Grupos de Pressão, estão aqueles nominados por alguns autores como Grupos de Interesse Étnicos. Por conta desses variados grupos, é plausível afirmar que o complexo processo interno que determina as diretrizes dos Estados em relação à sua política externa é o tema em voga atualmente em Relações Internacionais. A curiosidade em buscar um conhecimento mais aprofundado e empírico quanto a esse assunto foi o primeiro passo e o principal motivo que impulsionou esta pesquisa de monografia. Isso posto, muitos grupos de interesse nasceram junto com os Estados Unidos, ou talvez não seja exagero afirmar que os Estados Unidos floresceram como nação independente do domínio inglês por conta de conflitos de interesse entre comerciantes norte-americanos e a coroa britânica, e consequentemente da atuação organizada desses pela independência. Essa cativante suspeita marcou o segundo passo de delimitação desta pesquisa, que foi escolher um local específico para investigar a atuação de grupos de interesse organizados. Por fim, a descoberta de conceitos já existentes na bibliografia das Relações Internacionais e Ciências Políticas quanto a lobbies étnicos, e a identificação em pesquisa prévia de inúmeras organizações atuantes em favor da comunidade judaica e pró-Israel, terminou por moldar a delimitação de pesquisa: a atuação da comunidade judaica pró-Israel na política estadunidense. Esta monografia, portanto, pretende trazer para debate o tema acerca de grupos de pressão e a presença de lobistas na estrutura política estadunidense, com enfoque nos grupos étnicos – organizados politicamente – de judeus pró-Israel. Os Estados Unidos foram o primeiro país no mundo a promulgar uma lei de controle ao lobby. Isso pois, esses grupos procuram interferir diretamente em leis e projetos governamentais que lhes afetem, tanto na política interna quanto na política externa, o que caracteriza o problema de pesquisa. Definido o tema e sua delimitação, os três objetivos específicos definidos para nortear a pesquisa foram: Apresentar os conceitos teóricos sobre grupos de interesse, grupos de pressão e lobby; Descrever o funcionamento do lobby israelense dentro dos Estados Unidos; Discutir os motivos pelos quais esses grupos organizados de judeus mantêm a prática do lobby pró-Israel com tanto afã dentro dos Estados Unidos. A hipótese a ser testada é de que uma parte substancial dos membros de grupos organizados por judeus pró-Israel, entende que defender Israel é como defender a bandeira judaica. A partir disso, a pesquisa consiste em um estudo de caso de abordagem hipotético-dedutiva, com dados quantitativos e qualitativos, a partir de técnica de pesquisa de revisão bibliográfica e documental.
