The present work aimed to present an overview of the Municipal Plan for Risk Reduction. and presented it as a facilitating element of certain institutional guarantees for the municipal management of São João de Meriti to attain a resilient city status. He also presented the limitations that the tool offers due to the historical, cultural and mainly political context. With an exploratory approach, it discussed the most populous federalist population in Latin America, and how the elements that trigger disasters such as population densification, disordered land occupation, the social function of unrecorded property and poor public management contribute to a vulnerability scenario. For these elements the work is justified and contribute to the management of risk reduction which is a mandatory and indispensable element of public management. Finally, it presented a proposal to update the Risk Reduction Plan, in the form of a road map in its appendix.
