Gestão de segurança operacional de voo no nível de estado: novas funções requeridas na atividade de certificação de produto aeronáutico

Resumo: This initiative addresses the State safety management functions, which integrates the Member States obligations contained in Annex 19 to the Convention on International Civil Aviation. An assessment was made in order to measure the level of adoption of such practices in ANAC list of competences, regarding the sector responsible for the certification for products and parts. A theoretical research was carried out through documentary analysis, which considered national and international public bibliography. It allowed the accomplishment of deductive and comparative analyses. Thus, as a practical action, it was verified that there are opportunities for improvement in the determination of competences and attributions, since ANAC efforts are in the beginning phase of implementation in the considered area. Eventually, the considered opportunities of improvement encompass a possibility of revision of the current ANAC Internal rules, which could culminate in a decision-making regarding the possibility of an organizational restructuring in the studied area.

Neste contexto é feita uma avaliação do status de adoção destas práticas no rol de competências atribuídas à ANAC, na área específica de certificação de projeto e fabricação de aeronave, motor de aeronave e hélices. Para isso, a metodologia utilizada visou a aplicação de uma pesquisa teórica, por meio de análise documental, abrangendo bibliografia pública nacional e internacional sobre o tema, que propiciou a aplicação de uma análise de caráter dedutivo e comparativo. Assim, como ação prática, é constatado que haveria oportunidades de melhoria na determinação de competências e atribuições envolvidas, o que seria oportuno, uma vez que se encontram em fase de implementação as disposições sobre o tema no Brasil, sobretudo na área estudada.
