Resumo: This work presents the process of the Brazilian scientific-technological community building, having as backstage the political context and the technology based industries generation efforts. The research methodology was, in the greatest possible extent, centered in the examination of official and undisputed available literature and Ministry of Science and Technology reports besides public domain world R&D budgeting data. The article, also, evaluates incentives to the country technological R&D, establishing a comparative picture of the R&D investments carried out by selected countries, considered technologically advanced or proficient in a specific high technological issue. At the end are discussed some questions related to the Brazilian R&D strategy outline and innovation future policy. A metodologia de pesquisa foi pautada em revisão de literatura e na análise documental, nos relatórios do Ministério da Ciência e Tecnologia, além de dados sobre os investimentos mundiais em Pesquisa e Desenvolvimento, de domínio público. O trabalho avalia o valor estratégico dos incentivos para a Pesquisa e Desenvolvimento Tecnológico - P&D - no país, estabelecendo um quadro de comparação dos investimentos realizados em países considerados tecnologicamente desenvolvidos ou proficientes em setores de alta intensidade tecnológica específicos. Por fim, são discutidos alguns problemas na formulação de estratégicas de P&D e uma política futura de inovação.
