Evaluating the open data policy in the Brazilian Legislative: qualitative analysis of the Chamber of Deputies datasets

This article presents a proposal for evaluating the open data policy, using the Brazilian Chamber of Deputies as a case study. In methodological terms, the work proposes the application of a set of indicators based on two fronts: (a) external qualitative analysis (about the information surrounding the publication) and (b) internal qualitative analysis (evaluating the functionality inside the files). The results demonstrate that the databases of the Chamber of Deputies have low occurrence of inoperative links; it presents good informative feedback, however, about the internal analysis of the archives, only about 12% of the resources evaluated were in excellent structure, without errors or dysfunctions.
