Land and agriculture in sino-angolan relations: a study on partnership and conflict in Angola

Resumo: The search for natural resources stands out in the international movements of some countries, being China one of the best illustrations. The motives behind such a design of foreign policy include an interest in energy resources and agricultural products. In the areas involved, the consequences may prove problematic, basically due to disputes overessential resources. This study focuses on this issue, investigating a government partnership between China and Angola that created the company Jiangzhou, whose main activities include soybeans farming for shipment to China on a large property located in the Angolan municipality of Tchicala Cholohanga, belonging to the Huambo Province. Based mainly on field work, with data and information survey in situ and with numerous interviews – with farmers, Jiangzhou workers and members of ministries and NGOs –, the studycontextualizes this Sino-Angolan cooperation, characterizes and describes the agricultural enterprise and discusses some of its aspects, especially those related to the dispute with the native population for land and water and the conditions imposed on local workers.

La política exterior china, así orientada, busca principalmente el suministro de materias primas energéticas y productos agrícolas. En las regiones afectadas, se pueden observar resultados problemáticos, especialmente debido a disputas sobre recursos esenciales. Este estudio se centra en este tema, investigando la asociación gubernamental entre China y Angola que creó la empresa Jiangzhou. Entre las principales actividades de la iniciativa se encuentra el cultivo de soja, para ser enviada a China, en una gran finca ubicada en el municipio angoleño de Tchicala Cholohanga, en la provincia de Huambo. Basado sobre todo en busqueda directa de datos e informaciones in situ, con numerosas entrevistas con agricultores, trabajadores de la empresa Jiangzhou y miembros del personal de ministerios y ONG, el estudio contextualiza esta cooperación chino-angoleña, caracteriza y describe la empresa agrícola y analiza algunos de sus aspectos. Se pode énfasis en la disputa con la población nativa por tierra y agua y en las condiciones impuestas a los trabajadores de origen local.A busca por recursos naturais sobressai nas investidas internacionais de alguns países, sendo a China uma das melhores ilustrações. Motiva a política externa chinesa, assim orientada, o abastecimento principalmente de matérias primas energéticas e de produtos agrícolas. Para as áreas implicadas, os desdobramentos podem se mostrar problemáticos, mormente pelas disputas por recursos essenciais. Este estudo focaliza esse assunto, investigando a parceria governamental entre China e Angola que criou a empresa Jiangzhou. Entre as principais atividades da iniciativa, figura o cultivo de soja, para envio à China, em uma grande fazenda instalada no município angolano da Tchicala Cholohanga, pertencente à Província do Huambo.
