Resumo: | How do participatory institutions influence the agenda-setting process of the assistance and social inclusion policies for LGBT emigrants by the Ministry of Foreign Affairs? To answer this question, this paper employs content analysis based on official MRE documentation, particularly telegraphic expedients produced between 2003 and 2015. Data and information demonstrate that the Decree 7214/2010 made the Ministry of Foreign Affairs not only more open to LGBT emigrants, but also to the Brazilian communities as a whole. In addition, the article demonstrates the opening of a window of opportunity to interfere in the assembly of the consular public policy agenda caused by the greater engagement of emigrants from the institutionalization of Participatory Institutions (IPs), instituted by normative change. Empirical analyzes also indicate the incorporation of a greater quantity and diversity of actors and themes — introduced in the process by the participation mechanisms of theDecree, which induced a more collaborative agenda setting procedure in line with the participatory governance model, fundamental for building necessary consensus. |

Como as instituições participativas influenciam o processo de montagem da agenda da política de assistência e inclusão social de emigrantes LGBT pelo Ministério das Relações Exteriores? Para responder a essa questão, este artigo desenvolve análise de conteúdo com base na documentação oficial do MRE, particularmente expedientes telegráficos produzidos entre 2003 a 2015. Os dados e informações evidenciam que o Decreto 7214/2010 oficializou maior abertura do Ministério dasRelações Exteriores não apenas aos emigrados LGBT, mas também às comunidades brasileiras como um todo. Além disso, o artigo demonstra a abertura de uma janela de oportunidade para interferir na montagem da agenda das políticas públicas consulares ocasionado pelo maior engajamento dos emigrantes a partir da criação das Instituições Participatitvas (IPs), instituídas pela mudança normativa.
