O conceito de estabilização: implicações no campo das operações de paz contemporâneas

This article examines the notion of stabilization within the doctrines of the Western powers, particularly the United States, and its implications in the field of contemporary peace operations. Adopting the analytical lens of Peace Studies, the paper seeks to show that elucidating the meaning of the label stabilization is not merely a matter of semantics, but matters precisely because it has important explanatory, normative and conceptual implications for understanding the ongoing changes in the model of international interventions justified inthe name of peace. From an explanatory perspective, the article suggests the hypothesis that the most recent transformations in UN peace operations, especially its increasingly intrusive and offensive features, reflect influences received from the stabilization experiences and doctrines developed in the last two decades by Western powers under the NATO umbrella. Going beyond this explanatory concern, the paper contributes to understanding the normative and conceptual implications that the focus on stabilization and its strong strategic-military connotations bring to the UN traditional impartial role in the field of Conflict Resolution,and to the Peace Studies critical agenda.
