The United States are a key player in the foreign assistance system. To Washington government, it not only comprehends economic aid to development promotion, but also military aid to support strategic allies. This article aims to recapture a history of US foreign aid agenda, dedicated to fostering a stable order in accordance with American interests and security. Since the early aid programs in the post-World War II, foreign assistance has served as an instrument to communism containment and to maintaining US sphere of influence. In the absence of Cold War motivations, the US began to frame foreign aid to manage regional problems and global challenges. After 9/11 attacks, foreign aid projects regained an important role to foreign policy, especially in the war on terror and other diffuse threats that menace global stability. Therefore, the main goal is to describe an overview of the definition of foreign aid, its bureaucratic organization and the evolution of US assistance agenda, highlighting the strategic motivations and main uses of this US foreign policy tool.
