The Mexico-US Bilateral Relations: A Balance from 2000 till 2018

Resumo: The goal of this article to analyze the Mexico-United States bilateral relations from 2000 till 2018, based on the Mexican standpoint. Even though the US are Mexico´s main partner and its priority in foreign policy, the same cannot be said of the North-American agenda, presenting a relation that is characterized by a deep asymmetric interdependence. Multidimensional themes such as trade, immigration and drug trafficking, among others, take center stage on this interchange, that represent for both countries a mix of domestic and international agendas. The option is to present the evolution of this exchanges in a historical chronologicalmanner, that deals not only with a brief overview of Mexico´s foreign policy in the 20th century, but also its updates on the post-Cold War world that show the transition of an autonomous agenda to an alignment stance towards the United States. The methodology is based on a bibliographical review about the Mexico-United States bilateral relations from political speeches from members of the Executive and official governmental agencies, the relevant specialized literature and the systematization of economic data.

Aunque Estados Unidos sea el principal sócio de México y su prioridad en política exterior, lo mismo no se aplica a la agenda norte-americana, lo que indica una relación caracterizada por una fuerte interdependencia asimétrica. En ese intercambio, se destacan temas multidimensionales como comércio, migración, tráfico de drogas y otros, que tienen relación con las agendas domésticas e internacionales de los dos países. El artículo presenta la evolución de tales interacciones entre los países en forma de cronologia histórica. La metodología se basó en la revisión bibliográfica acerca del tema de las relaciones bilaterales México-Estados Unidos, en el análisis de discursos políticos, en la literatura especializada acerca del tema y en la sistematización de los datos económicos.O objetivo deste artigo é analisar as relações bilaterais do México com os Estados Unidos, de 2000 a 2018, tendo como base o ponto de vista mexicano. Embora os Estados Unidos sejam o principal parceiro do México e sua prioridade em política externa, o mesmo não se aplica à agenda norte-americana, indicando uma relação caracterizada por uma forte interdependência assimétrica. Neste intercâmbio, destacam-se temas multidimensionais como comércio, imigração, tráfico de drogas dentre outros, que possuem aderência aagendas domésticas e internacionais de ambos os países. Optou-se por apresentar a evolução destas interações em forma de cronologia histórica, que aborda tanto um panorama breve da política externa do México no século XX, como suas atualizações no pós-Guerra Fria, que indicam a passagem de uma agenda de autonomia para uma postura de alinhamento diante dos Estados Unidos.
