A Study on the Risk Management Form Used in Rotorcraft Military Flights

Resumo: Risk management is an essential activity for nonprofit, not-for-profit and for-profit organizations to execute their projects efficiently. In an air activity - as in the case of a military flight – techniques (brainstorming, briefing etc) and tools (risk management forms) are used to support risk management. Therefore, the objective of this study was to verify whether the risk management form used by servicepeople of an Army aviation military organization is suitable for the phases of identification, analysis, classification and implementation of responses to the risks of a flight. To this end, documentary analyses of 21 risk management forms were carried out as well as the application of a questionnaire to the pilots who are responsible for filling out the forms in order to check their opinion regarding their use. The results showed that the risk management form is adequate according to those responsible for the risk identification, analysis, classification and implementation of responses. However, the risk management forms need some improvement.

RESUMO O gerenciamento de risco é uma atividade essencial para que as organizações com ou sem fins lucrativos executem seus projetos de maneira eficiente. Em uma atividade aérea – como no caso de um voo militar – técnicas (brainstorming, briefings etc.) e ferramentas (formulários de gerenciamento de riscos) são utilizadas para o auxílio do gerenciamento dos riscos. Diante disso, este estudo teve como objetivo verificar se o formulário de gerenciamento de risco (FGR) utilizado pelos militares de uma organização militar da aviação do Exército é adequado para as fases de identificação, análise, classificação e implementação de respostas aos riscos de um voo. Para tal, foram realizadas análises documentais de 21 formulários de gerenciamento de risco e aplicado um questionário para os pilotos responsáveis pelo preenchimento do FGR a fim de verificar qual a visão dos militares em relação à sua utilização. Os resultados evidenciaram que o FGR, apesar de necessitar de algumas melhorias, na concepção dos responsáveis pela identificação, análise, classificação e implementação de respostas aos riscos, é adequado.
