The Governance of Information Technology and Its Formal and Informal Mechanisms: Proposing a Framework for The Context of Small and Medium Enterprises

Resumo: Objective: To understand the phenomenon of IT governance in context of SMEs the agency theory. Method: Qualitative, descriptive research with data collection. Are used as complementary visions to the agency's vision: the relational contract theory, dealing with contracts between principal and agent, and contingency theory, dealing with the contingent factors that influence the choices of IT governance mechanisms.Originality/Relevance: Small and medium-sized enterprises (SMEs) are essential for economic development and represent an important part of job creation. However, there are several difficulties in governing this type of organization, among them investments in Information Technology (IT). IT governance, as part of corporate governance, aims to direct investments in this area, enabling its effective return. But the frameworks available in the literature were developed for the context of large companies, generating a theoretical vacuum when it comes to SMEs.Results: From the framework proposed by Peterson (2004), this theoretical essay proposed a framework that would be more appropriate to the reality of the SME.Theoretical/methodological contributions: The proposed framework seeks to enlarge the understanding of the IT governance phenomenon in the context of SMEs, opening the way for further theoretical and empirical analysis of the phenomenon.

Son usados como puntos de vista complementarios de la opinión de la agencia: la teoría del contrato relacional, el tratamiento de los contratos firmados entre el principal y el agente, y la teoría de la contingencia, el tratamiento de los factores contingentes que influyen en la elección de los mecanismos de gobierno de TI.Originalidad/Relevancia: Las pequeñas y medianas empresas (PYME) son esenciales para el desarrollo económico y representan una parte importante de la creación de empleo. Sin embargo, existen varias dificultades para controlar este tipo de organización, incluidas las inversiones en tecnología de la información (TI). El gobierno de TI, como parte del gobierno corporativo, apunta a dirigir las inversiones en esta área permitiendo su retorno efectivo. Sin embargo, los marcos disponibles en la literatura se desarrollaron para el contexto de las grandes empresas, generando un vacío teórico en lo que respecta a las PYME.Resultados: A partir del marco propuesto por Peterson (2004), este ensayo teórico propuso un marco que sería más apropiado para la realidad de la PYME.Contribuciones teóricas/metodológicas: El marco propuesto busca ampliar la comprensión del fenómeno de gobernanza de TI en el contexto de las PYME, allanando el camino para un mayor análisis teórico y empírico del fenómeno.Objetivo: Compreender o fenômeno da governança da TI no contexto de PMEs a partir da teoria da agência.Método: Pesquisa qualitativa, descritiva, com levantamento de dados. São utilizadas como visões complementares à visão da agência: a teoria do contrato relacional, tratando dos contratos firmados entre principal e agente, e a teoria da contingência, tratando dos fatores contingentes que influenciam nas escolhas dos mecanismos de governança da TI.Originalidade/Relevância: As pequenas e médias empresas (PMEs) são essenciais para o desenvolvimento econômico e representam importante parcela na geração de empregos. Entretanto, várias são as dificuldades em governar esse tipo de organização, dentre elas os investimentos em Tecnologia da Informação (TI). A governança de TI, como parte da governança corporativa, tem como objetivo direcionar os investimentos nessa área, possibilitando um retorno efetivo.
